On December 12, 2025, at 9:00 AM, Licensing Program Analyst (LPA) Gloria Gonzalez conducted an unannounced inspection to conclude the complaint investigation related to the above allegations. LPA met with Assistant Director, Chesna Ortega and conducted a tour of the facility. On or about 9:54 AM, Director, Andrea Valdez arrived at the faiclity and continued with the inspection. At the time of the inspection, there were thirty-six (36) daycare children being supervised by six (6) staff members.

On October 14, 2025, Community Care Licensing (CCL) received a complaint alleging children are denied access to the bathroom, staff did not isolate sick day care children, staff did not change child's soiled clothing in a timely manner. During the course of the investigation interviews were conducted with several daycare children, several daycare parents, and several staff members. Director denied the above allegations and stated that when children need to go to the restroom, a teacher takes the children to the restroom and if the teachers are not available to take them, there is a floater or the Director takes the child to the restroom. Director stated in some cases the whole classroom goes to the restroom, if needed.

Director stated that if a child is sick, they call the parent immediately to pick up the child within one hour and the child is isolated and separated from other children either by taking them to the office or a sick area in the classroom. Director stated that if a child is soiled,they clean them up right away. None of the daycare parents or staff members, that were interviewed, disclosed any concerns regarding the above allegations. One daycare child expressed a concern regarding bathroom access, then stated another teacher takes them to the bathroom.

Based on LPA's observations, interviews conducted, and records reviewed. There was no corroborating evidence regarding the above allegations. Due to conflicting information obtained from the interviews, and although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur. Therefore the above allegations are found to be unsubstantiated.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Director, Andrea Valdez.

No deficiencies cited.
