On 9/6/23 at 9:20am, Licensing Program Analyst (LPA), Martha Malane arrived at the facility for the purpose of a pre-licensing inspection. Upon arrival, LPA met with facility representative, Program Manager, Nerissa Torralba, Area Supervisor, Cecelia Evans-Hernadez and Director, Patsy Jaimez and was led on a tour of the facility. Applicant is requesting a capacity of 32 preschool children (age 2-5 years) in rooms 1-4. Applicant’s planned hours of operation are Monday - Friday 7:30am - 4:30pm.

The indoor space was inspected and measured a total of 1290.90 square feet which is sufficient to accommodate 36 children; however, applicant is only requesting a capacity of 32. Classrooms are equipped with age-appropriate furniture including cots for napping, tables, chairs, cubbies, bookshelves and other materials for children. There are two (2) toilets and two (2) sinks available for the exclusive of preschool children.

Drinking water is available inside and outside via disposable cups and filtered water in jugs. There is a separate restroom for staff located next to the children’s restroom. The staff restroom and office will be utilized for isolation if a child becomes ill. Disinfectants and cleaning solutions are kept inaccessible to children.

Facility provides snacks and lunch. The facility utilizes manual sign in and sign out sheets. There is an operational carbon monoxide detector. There is a first aid kit available with required supplies.

The outdoor activity space was inspected and measured a total of 2281.65 square feet which is sufficient to accommodate 30 children. Shade is provided via shade structures. LPA observed toys and materials available for outdoor play; there is no high climbing equipment. Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with applicant the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A fire clearance was granted 8/10/23 for 32 preschool children (age 2-5 years).

Due to the number of toilets and sinks and available outdoor activity space, facility representative stated applicant will submit an updated LIC200A application for a capacity of 30.

· Updated 200A to reflect a capacity of 30

Exit interview conducted with facility representative, Program Manager, Nerissa Torrabla Director. A license for 30 preschool children may be granted after the above requirement is met and a final file review.
