On 8/11/23 at 8:15am, Licensing Program Analyst (LPA), Martha Malane arrived at the facility to conduct a pre-licensing inspection. Upon arrival, LPA met with facility representative, Danielle Cavanaugh and was led on a tour of the facility. The facility is requesting a capacity of eight (8) infant children (age 6 weeks – 24 months) in room A and 16 toddler children (18-36 months) in room E at The Navy Child Development Center. Hours of operation are Monday-Friday 6:00am – 6:00pm.

Classroom A was inspected and measured a total of 838.51 square feet which is sufficient to accommodate 23 children, however applicant is only requesting a capacity of eight (8). The napping/crib area in Classroom A was not included in the square footage. Classroom E was inspected and measured a total of 981.57 square feet which is sufficient to accommodate 29 toddler children, however applicant is only requesting a capacity of 16. Classrooms are equipped with age-appropriate furniture, including cribs and cots for napping, tables, chairs, cubbies, bookshelves and other materials for children. There is a sink within arm’s reach of a changing table in both classrooms. Facility representative stated she understood that these sinks are not to be used for food preparation. There is a restroom in the classroom and the outdoor activity space for the exclusive use by toddlers; each containing one (1) sink and one (1) toilet. There are sufficient toilets and sinks to accommodate the requested capacity. There is one (1) potty chair available for every five (5) infants who may be potty training.

The director’s office and staff restroom will be used for isolation if a child becomes ill. There is a functioning carbon monoxide detector and a first aid kit with required supplies. Disinfectants, cleaning solutions and other items that could pose a danger shall be stored where they are inaccessible to children. The facility will be utilizing manual sign in/out sheets. The outdoor activity space is located outside of the classrooms. The outdoor activity space for infants was inspected and measured a total of 852.40 square feet which is sufficient for the requested capacity. The outdoor activity space for toddlers was inspected and measured a total of 3265.04 square feet which is sufficient to accommodate the requested capacity. The surface of the outdoor activity space is maintained in a safe condition and free of hazards. There is no high climbing equipment. There are sufficient age-appropriate materials outdoors. Shade is provided via a shade sail and building awning. Proper supervision and placement of staff outdoors was advised to ensure the supervision and the safety of children. Drinking water is available both indoors and outdoors by the use of water jugs and sippy cups and refillable water bottles brought from home. The outdoor activity spaces are fenced.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with facility representative the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep, as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. On this date, 6/6/23, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPA provided facility representative with a Summer 2023 Quarterly Update and PIN 22-06-CCP.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. To receive important licensed-related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication.

Facility representative, Danielle Cavanaugh was reminded that childcare centers constructed before 1/01/2010 are to test their water for lead prior to and then every five (5) years after the date of the first lead testing. LPA discussed (PIN) 20-01-CCP “Required Lead Testing for Drinking Water in Licensed Child Care Centers, PIN 21-21-CCP LIC 9275 – External Water Sampler Self-Certification Form and the LIC 9276 – Center Sampling Checklist Form.

A fire clearance for eight (8) infant children (age 6 weeks – 24 months) in room A and 16 toddler children (18-36 months) in room E was granted 8/2/23.



Exit interview was conducted with facility representative, Danielle Cavanaugh. A license for eight (8) infant children (age 6 weeks – 24 months) in room A and 16 toddler children (18-36 months) in room E may be issued after a final file review.
