On 07/16/2024 at 11:20am, Licensing Program Analyst (LPA), Selina Siao conducted an unannounced Case Management inspection for an increase in capacity. Upon arrival, LPA met with Director Cathy Edwards. Applicant is requesting to be licensed for a total capacity of 50 children, including 22 infants ages 6 week to 24 months in classroom A and 28 toddlers ages 18 to 36 months in classroom E. Hours of operation is Monday to Friday from 6:30am to 5:30pm. Present during today’s inspection were 5 infants supervise by staff members Jesika Hernandez and Vanessa Flores in room A. There were 7 toddlers supervised by staff members Alain Hutchinson and Rebekah Johnson in room E. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA continued to tour the facility. Total indoor activity space was previously measured to be 838.57 square feet for the infant room and 981.57 square feet for the toddler room, which are sufficient to accommodate the requested capacity of 50 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots and cribs, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via the water cooler inside the toddler room and the water is from the kitchen sink. The infant parents bring all the drinks, snacks, and lunch for their child to the facility. Facility provides snacks for the children in the toddler program and the children brings their own lunch from home. There are 8 cribs and sufficient cots available for the infants and toddlers at the facility. LPA observed all hazardous items to be inaccessible to children. Director stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 06/20/24.

LPA observed a total of 1 sink that is connected to the changing table in the infant room. Facility needs to get another sink for the infant program for the requested capacity of 22 infants. There are a total of 3 sinks, 2 toilets and 2 changing table available for the toddlers. These are sufficient to accommodate the requested capacity of 28 toddlers.

The facility currently has a fully fenced playground area. Fencing is a brick wall that is at least four feet high. The total square footage for the infant outdoor activity space was previously measured to be 852.40 square feet, which is sufficient for only 11 children at one time, insufficient for the number of children being requested. A playground waiver for the infants to be outside at different times in the AM and PM due to limited square footage was submitted to the department today pending approval. The toddler outdoor activity space was previously measured to be 3265.04 square feet which is sufficient for the requested capacity of 28 children. Shade is provided via a sail shade at the infant outdoor playground with turf cushioning. There is a shad structure at the toddler yard and Director stated that the facility will be purchasing an additional shade canopy to be place above the play structure. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There is a climbing structure on the toddler playground. There is adequate cushioning in the fall zones of climber provided by soft rubber cushioning. Drinking water is available via the children's water bottles or zippy cups at the playground. LPA observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

The following corrections are needed prior to the issuance of a capacity increase:


  • An additional sink is needed for the infant program.
  • Infant outdoor waiver approval by the department.
  • Submit a picture of the classrooms having the correct room number to match the license and the fire clearance.

Director understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
