On 01/23/2025 at 9:10am, Licensing Program Analyst (LPA), Selina Siao conducted an unannounced Case Management inspection for an increase in capacity for the infant component. The initial inspection was conducted by LPA Siao on 07/16/2024. Upon arrival, LPA met with Director Cathy Edwards. Applicant is requesting to be licensed for a total capacity of 50 children, including 22 infants ages 6 week to 24 months in classroom A and 28 toddlers ages 18 to 36 months in classroom E. Hours of operation is Monday to Friday from 6:30am to 5:30pm. Present during today’s inspection were 8 infants supervise by two staff members at the infant playground. There were 7 toddlers supervised by two staff members in room E. Appropriate ratios and supervision were observed during the inspection. All staff members have the required background clearances and are associated to their administrative site 376701101. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA continued to tour the facility. LPA remeasured the infant room A as facility has made some changes to the room by extending the crib and sink area. Total indoor activity space measured to be 776.88 square feet for infant room #A, which is sufficient for the requested capacity of 22 infants. The toddler room was previously measured to be 981.57 square feet, which Is also sufficient for the requested capacity of 28 toddlers. Facility has sufficient indoor activity space to accommodate the total request capacity of 50 children.

LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots and cribs, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via the water cooler inside the toddler room and the water is from the kitchen sink. The infant parents bring all the drinks, snacks, and lunch for the infants that attends the facility. Facility provides snacks for the children in the toddler program and the children brings their own lunch from home. There are 12 cribs and cots available for the infants that are able to climb out of the crib and for toddlers. LPA observed all hazardous items to be inaccessible to children. Director stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 06/20/24.

LPA observed a total of 3 sinks and 1 is for food prep in infant room #A and there is a changing table within arm’s reach of a sink. The toddler component has a total of 3 sinks, 2 toilets and 2 changing table, the changing table is within arm’s reach of a sink. These are sufficient to accommodate the requested capacity of 22 infants and 28 toddlers.

The facility currently has a fully fenced playground area. Fencing is a brick wall that is at least four feet high. The total square footage for the infant outdoor activity space was previously measured to be 852.40 square feet, which is sufficient for only 11 children at one time, insufficient for the number of children being requested. A playground waiver for the infants to be outside at different times in the AM and PM due to limited square footage was submitted to the department pending approval. The toddler outdoor activity space was previously measured to be 3265.04 square feet which is sufficient for the requested capacity of 28 children. Shade is provided via a sail shade at the infant outdoor playground with turf cushioning. There is a shad structure at the toddler yard. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There is a climbing structure on the toddler playground. There is adequate cushioning in the fall zones of climber provided by soft rubber cushioning. Drinking water is available via the children's water bottles or zippy cups at the playground. LPA observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

Facility appears to be within substantial compliance and a capacity increase will be granted upon approval of the facility's infant outdoor playground waiver.
