On 8/15/23 at 1:00pm, Licensing Program Analyst (LPA), Martha Malane arrived at the facility for the purpose of a pre-licensing inspection. Upon arrival, LPA met with Applicant, Tyra Hawthorn and Director, Tiffany Burroughs and was led on a tour the facility. Applicant is requesting a capacity of eight (8) infant children (age 0-24 months) in the infant room and eight (8) toddler children (age 18–36 months) in the toddler room. Applicant’s planned hours of operation are Monday - Friday 7:00am - 6:00pm.

The infant room measured a total of 652.30 square feet which is sufficient to accommodate 18 infant children; however, applicant is only requesting a capacity of eight (8). The napping area in the infant room was not included in the square footage. The toddler room measured a total of 352.61 square feet which is sufficient to accommodate 10 toddler children; however, applicant is only requesting a capacity of eight (8). There are two (2) sinks in the infant room and two (2) sinks and two (2) toilets in the toddler room. Director submitted a plan of operation for a potty training infant to utilize the toilet in the toddler room. There are sufficient sinks and toilets to accommodate the requested capacity.

Classrooms are equipped with age-appropriate furniture including cots and cribs for napping, tables, chairs, cubbies, bookshelves and other materials for children. There is a sink within arm’s reach of the changing tables. Director stated she understands that the sinks next to the diaper changing tables shall not be used for food preparation.
Drinking water is available inside and outside via water jugs and sippy cups. There is a separate restroom for staff located next to the toddler room. The staff restroom and director’s office will be utilized for isolation if a child becomes ill. Disinfectants and cleaning solutions are kept in an inaccessible cabinet in the kitchen.

The outdoor space for infants was inspected and measured a total of 1433.85 square feet which is sufficient to accommodate 19 children; however, applicant is only requesting a capacity of eight (8). Shade is provided by a shade structure.

The outdoor space for toddlers was inspected and measured a total of 1907.77 square feet which is sufficient to accommodate 25 toddler children; however, applicant is only requesting a capacity of eight (8). Shade is provided by the use of a canopy.

LPA observed toys and equipment available for outdoor play. Director stated children will be escorted to the outdoor area in buggies. LPA and Director discussed supervision during transition from classrooms to the outdoor activity space. Proper supervision and placement of staff outside was discussed to ensure the safety of children at all times. Director submitted a plan of operation for how children will be supervised and escorted to and from the outdoor activity space.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with applicant the LIC 311A, Records to Be Maintained t The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Applicant had facility water tested for lead 1/9/23 and no exceedance found. Applicant provided LPA with testing results and documents. See LIC809C continuation...

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A fire clearance for eight (8) infant children (age 0-24 months) and eight (8) toddler children (age 18-36 months) was granted 6/26/23.

Exit interview conducted with Applicant, Tyra Hawthorn and Director, Tiffany Burroughs. A license for eight (8) infant children (age 0-24 months) and eight (8) toddler children (age 18-36 months) may be granted after a final file review.
