1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 7/18/23 at 8:40am, Licensing Program Analyst (LPA), Martha Malane arrived at the facility to conduct a pre-licensing inspection. LPA met with Director, Ruth Alcantara and was led on a tour the facility. At 9:30am, facility representative, Hope Michel arrived at the facility. Applicant is requesting a capacity of 40 preschool children (age 2-5 years). Applicant’s planned hours of operation are Monday - Friday 7:00am – 6:00pm. The indoor space measured a total of 1795.30 square feet which is sufficient to accommodate 51 children, however applicant is only requesting a capacity of 40 children. Classrooms are equipped with age appropriate furniture and equipment including cots for napping, tables, chairs, cubbies, bookshelves and other materials for children. There are seven (7) toilets and 10 sinks available for children's use. Drinking water is available outdoors and indoors via drinking fountains, water pitchers and paper cups. There is a separate restroom for staff located in the office. The director’s office and staff restroom will be utilized for isolation for children who may become ill. Disinfectants and cleaning solutions are kept in an inaccessible cabinet in the kitchen. The kitchen includes one (1) sink, one (1) refrigerator, one (1) microwave, one (1) dish washer and storage space. Facility provides meals and snacks. The facility utilizes manual sign in and sign out sheets. Required documents are posted. There is an operational carbon monoxide detector. The outdoor activity space for preschool children was inspected and measured a total of 13144.17 square feet which is sufficient to accommodate 175 children, however applicant is only requesting a capacity of 40 children. The outdoor space is fenced and shade is provided by the use of trees. High climbing equipment has wood chips to absorb falls. The high climbing equipment is appropriate for children 2-12 years. Facility staff have a background clearance through SDCOE. Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with facility representative the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

On this date, 6/21/23, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Facility representative was reminded that all child care centers licensed after July 1, 22 have 180 days to have the water tested for lead. LPA provided PIN 22-06-CCP.

A Fire clearance for 40 children (age 2-5 years) was granted 7/13/23.

A license for 40 children (age 2-5 years) may be granted after a final file review. Exit interview conducted and report was reviewed with facility representative, Hope Michel.
