On 8/9/23 at 12:45pm, Licensing Program Analyst (LPA), Martha Malane arrived at the facility to conduct a pre-licensing, change of location inspection. Upon arrival, LPA met with Project Resource Teacher, Josephine Condra and Program Manager, Holly Morey and was led on a tour of the facility. The facility is requesting a capacity of 48 preschool children (age 2–5 years) in rooms 605 and 608. Hours of operation are Monday - Friday 8:00am – 2:00pm. This is a Title IV program.

The classrooms are located in the 600 building. Classrooms were inspected and measured a total of 2236.97 square feet which is sufficient to accommodate the requested capacity of 48 preschool children. The classrooms are equipped with age-appropriate furniture, including mats for napping, tables, chairs, cubbies, bookshelves and other materials for children. The restroom is located between the classrooms; containing three (3) sinks and four (4) toilets. There are four (4) additional sinks in the classrooms. There are sufficient toilets and sinks for the requested capacity.

The nurse’s office and restroom will be used as an isolation area for ill children. There is a functioning carbon monoxide detector and a first aid kit with required supplies. Disinfectants, cleaning solutions and other items that could pose a danger shall be stored where they are inaccessible to children. Breakfast, lunch and snack are provided by the school district. The center will utilize manual sign in/out sheets. Required documents were posted.



The outdoor activity space is located directly outside the classroom doors. The outdoor activity space was inspected and measured a total of 19536 square feet which is sufficient for 260 children, however applicant is only requesting a capacity of 48. The surface of the outdoor activity space is maintained in a safe condition and free of hazards. Play structure and swings have rubber cushioning to absorb falls. Shade is provided via trees and building awning. Play equipment and swings are suitable for ages 2 through 5 years old. Proper supervision and placement of staff on the playground was advised to ensure the supervision and the safety of children. Drinking water is available both indoors and outdoors by the use of refillable water bottles. Applicant submitted a waiver request to share the outdoor activity space with TK, UTK and Kindergarten students.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. On this date, 7/3/23, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

LPA reviewed with facility representative the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A fire clearance for 48 preschool children (age 2-5 years) in rooms 605 and 608 was granted 7/20/23.



Exit interview conducted with Josephine Condra and Holly Morey. A license for 48 preschool children (age 2-5 years) is pending outdoor activity space waiver decision from the Department and a final file review.
