On 04/29/2024 at 9am, Licensing Program Analyst (LPA), Samantha Clenista conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPA met with Applicant/Center Director, Angie Noriega. Also present was her husband Guillermo Jaime. Applicant is requesting to be licensed for 80 preschoolers (ages 3-5yo) in classrooms 1, 2, 3, 4 and Open Area. Hours of operation will be Monday thru Friday, 7:30am-4:30pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Applicant that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities to ensure their overall health and safety. When medications are on site, Applicant stated that they will be in a locked cabinet in the Director’s Office. There is a first aid kit located in the Open Area classroom, however is missing antiseptic solution and sterile dressing. There is an operational carbon monoxide detector on site located in the Open Area classroom and lobby. All required licensing documents were observed posted in the main lobby. Children will be physically signed in and out at the entrance of each classroom.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 2,773.73 sq. ft., which can only accommodate 79 children at one time, insufficient to accommodate the requested overall capacity of 80 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available inside and outside the classrooms via refillable water jugs from a company called Primo. Applicant stated she plans to have them refilled ever two weeks once in operation. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property and Applicant stated there are none. Fire clearance was granted on 04/15/24.

LPA observed a total of 4 sinks and 4 toilets available for children’s use. These are sufficient to only accommodate 60 children, insufficient to accommodate the overall requested capacity of 80 children. There is a separate staff restroom equipped with 2 toilets and 2 sinks. The isolation area for children who are ill will be the director’s office and staff restroom.

Applicant stated that she requires the parents/guardians to bring their children daily meals (lunch, AM and PM snack). There is kitchen area located in the teachers lounge that currently includes one microwave, a refrigerator and sink that only has running cold water. Applicant stated that there will be no food preparation provided for the children. Applicant stated that if a child forgets their food, facility will have extra on site. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children.

The facility currently has a fully fenced playground area. Fencing (via chain link/mesh) was observed to be greater than four feet high. The total square footage for all the outdoor activity space for the preschool is 1,265.24 sq. ft., which is only sufficient for accommodate 16 children at one time, insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via pergola. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There are multiple climbing structures located on the playground which were observed properly anchored. There is a play structure that has a sticker stating it is age appropriate for ages 3-12 years old. Due to the height of the structure, LPA requested that all areas of structure be cleared by a playground inspector for the ages they are wanting to serve which is 3-5 years old. There is adequate cushioning in fall zones of climbers provided by turf and rubber matting. LPA observed no hazardous items on the playground. Applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with Applicant the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The following corrections are needed prior to the issuance of the license:
  • Have a complete first aid kit by purchasing antiseptic solution and sterile dressing.
  • Submit a playground waiver to share the outdoor play space at staggered times due to limited outdoor space. The regulation that is being requested to be waived is Title 22 Regulation 101238.2(a).
  • Provide age verification of the entire play structure showing that all areas of the structure is appropriate for children ages 3-5 years old.
  • Obtain an updated fire clearance to reflect updated capacity of 60 children instead of 80 children.

Applicant, Angie Noriega, understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Once corrections have been received and after conducting a final file review, a license for 60 children (ages 3-5yo) in Rooms 1, 2, 3, 4 and Open Area may be granted.
