On 10/24/23 at 12:25pm, Licensing Program Analyst (LPA), Martha Malane arrived at the facility for the purpose of a pre-licensing inspection. Upon arrival, LPA met with facility representative, Roseann Rinear and Director, Suzie Wydra and was led on a tour of the facility. Applicant is requesting a capacity of 80 preschool children (ages 2- Kindergarten) in rooms 1, 2, 3, 4, 5 and the gymnasium. Applicant’s planned hours of operation are Monday - Friday 7:30am - 4:00pm.

The indoor space was inspected and measured a total of 4692.91 square feet which is sufficient to accommodate the requested capacity. Classrooms are equipped with age-appropriate furniture including cots for napping, tables, chairs, cubbies, bookshelves and other materials for children. There are seven (7) toilets and seven (7) sinks available for the exclusive of preschool children which is sufficient for the request capacity.

Drinking water is available inside and outside via refillable water bottles brought from home and filtered water in jugs. There is a separate restroom for staff located outside the gymnasium. The staff restroom and office will be utilized for isolation if a child becomes ill. Disinfectants and cleaning solutions are kept inaccessible to children.

Facility provides snacks and parents provide lunch from home. The facility utilizes the Brightwheel Application for signing in/out. There is an operational carbon monoxide detector. There is a first aid kit available with required supplies.

The outdoor activity spaces were inspected and measured a total of 6058.72 square feet which is sufficient to accommodate the requested capacity. The bike yard is located next to the entrance and the playground is located next to the office. Shade is provided via a shade structure. There is no high climbing equipment. LPA observed toys and materials available for outdoor activities. LPA and facility representative discussed supervision and placement of staff outside to ensure the safety of children at all times.

Facility representative stated there are no bodies of water on the premises.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with applicant the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A fire clearance for 80 preschool children (ages 2 - Kindergarten) in rooms 1, 2, 3, 4, 5 and the gymnasium was granted 8/29/23.

Completion of the fence installation around the bike path and the outdoor activity space next to the office is required.

Exit interview conducted with facility representative, Rosann Rinear and Director, Suzie Wydra. A license for 80 preschool children may be granted after the above requirement is met and a final file review is conducted.
