On 11/6/23 at 9:45am, Licensing Program Analyst (LPA), Martha Malane arrived at the facility for the purpose of a pre-licensing inspection. Upon arrival, LPA met with Director, Nicole Hage and was led on a tour of the facility. Applicant is requesting a capacity of eight (8) infant children (ages 6 weeks - 24 months) in the Infant Room. Applicant’s planned hours of operation are Monday - Friday 7:30am - 5:00pm.

The indoor space was inspected and measured a total of 284.94 square feet which is sufficient to accommodate the requested capacity. The crib area was not calculated in the square footage. The infant room is equipped with age-appropriate furniture including cots and cribs for napping, tables, chairs, cubbies, bookshelves and other materials for children. There is a sink within arm’s reach of a changing table. Director was reminded that the sink next to the changing table is for hand-washing purposes only and not to be utilized for food preparation. There are two (2) sinks available in the infant room.

Drinking water is available inside and outside via refillable sippy cups brought from home and filtered water in pitchers. There is a separate restroom for staff located in the church building. The staff restroom and office will be utilized for isolation if a child becomes ill. Disinfectants and cleaning solutions are kept inaccessible to children.

Parents provide all food and bottles from home. The facility utilizes the Brightwheel Application for signing in/out. There is an operational carbon monoxide detector. There is a first aid kit available with required supplies.

The outdoor activity space was inspected and measured a total of 780.45 square feet which is sufficient to accommodate the requested capacity. Shade is provided via a shade sail. LPA observed toys and materials available for outdoor activities. There is no high climbing equipment. LPA and director discussed supervision and placement of staff outside was discussed to ensure the safety of children at all times.

Director stated there are no bodies of water on the premises.

LPA and director discussed Safe Sleep. LPA provided the director with Safe sleep documents. LPA discussed safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The director, Nicole Hage, understands they must physically check on sleeping infants every 15 minutes and document. An Individual Infant Sleeping Plan [LIC 9227 (3/20)] will be maintained for each infant up to 12 months of age and shall be available to the Department for review. The director understands infants up to 12 months of age must be placed on their backs for sleeping.

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Facility water was tested for lead on 7/20/22. Director was reminded that facility water is to be tested every five (5) years.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with applicant the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A fire clearance for eight (8) infant children (ages 6 weeks - 24 months) in the Infant Room was granted 11/2/23.

The following is required:
1. Proof of panel on outdoor activity space secured
2. Proof of gate to nap area secured

Exit interview conducted with Director, Nicole Hage. A license for eight (8) infant children may be granted after the above requirements are met and a final file review is conducted.
