On 11/14/2024 at 9:50am, Licensing Program Analyst (LPA), Selina Siao conducted an announced Pre-Licensing inspection due to change of ownership. Upon arrival, LPA met with Applicant Jochebed Dejesus and her husband Michael Dejesus. Applicant is requesting to be licensed for 7 infants (0 to 24 months) in the Nursery and Infant/Toddler Room, 15 toddlers (ages 18 to 36 months) in the Beginners Room, 15 preschoolers (ages 2 to 5 years old) in the Pre K-1, Pre K-2, Study Room and the Library. Hours of operation will be Monday to Friday 7am to 5:30pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Jochebed Dejesus that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, applicant stated that they will be in library (placed up high inaccessible to children). A fully equipped first aid kit is in the library. There is an operational carbon monoxide detector on site located in all four of the classrooms. All required licensing documents were observed posted in the lobby area in the Director’s office. Children will be signed in and out via the Brightwheel appl.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total infant indoor activity space measured to be 304.44 square feet, which is sufficient to accommodate the requested capacity. The toddler room measured to be 427.57 square feet, which is only sufficient for 12 toddlers. The school age room measured to be 294.57 square feet, which is only sufficient for 8 children. The preschool room measured to be 646.99 square feet, which is sufficient for the requested capacity. LPA observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots for infants who can climb out of a crib, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via a canister and drinking fountain that is connected to the filtered alkaline water that is located in the infant sink area. LPA observed all hazardous items to be inaccessible to children. Applicant stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 09/12/2024.

High chairs and feeding tables have broad-based legs, seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Facility needs to purchase cribs for the infants to meet regulatory requirements. Crib area is separated from activity space via a separate room that is connected to the infant activity room. Sleep logs will be via the Brightwheel appl. Needs and Services Plans and the Individual Sleep Plans are kept in the child’s classroom.

The facility currently has a fully fenced playground area which is separate from other components. The perimeter chain link fencing is at least four feet high. The total square footage for the infant outdoor activity space is 709.26 square feet, the toddler outdoor activity space measured to be 2689.4 square feet and the preschool/school age shared playground measured to be 2280.42 square feet, all three outdoor play areas are sufficient for the requested capacity. Applicant shall submit a playground waiver for the preschool and school age children to share the playground at different times in the AM and PM as the facility does not have a separate playground for the school age component. Shade is provided via trees and sail shade for the preschool and toddler playground. There are sufficient outdoor age-appropriate toys and play equipment available on the preschool and school age shared playground. There is a climbing structure on the preschool playground that appears to be age appropriate for children ages 2 and older and the play structure is properly anchored. There is adequate cushioning in fall zones of climber provided by sand and grass. Applicant was advised that they need to follow the manufacture recommendations for all play equipment. Drinking water is available via the children’s own water bottles or zippy cups when they are outside. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

There shall be at least one potty chair or toilet for every five potty training infants. LPA observed a total of 1 sink available for the infant component. There are a total of 1 sink and 1 toddler for the toddler component and 1 sink and 1 toilet for the school age component and there are 3 sinks and 2 toilets available for the preschool children. These are sufficient to accommodate the requested capacity for the individual component. There is a separate staff restroom equipped with a toilet and a sink located in the infant room crib room. The isolation area for children who are ill will be the Director’s office and the isolation restroom will be the staff’s restroom.



Facility will provide breakfast, lunch, AM and PM snacks to the children. The kitchen area currently includes refrigerator, stove, oven, sink, microwave. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a half door that has a lock.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with applicant/Director the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.”

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.”

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Applicant submitted an updated application to LPA today due to indoor activity space. Applicant is now requesting to care a total of 46 children including 8 infants in room #1, 12 toddlers in room #2, 8 school age children in room #3 and 18 preschool children in room #4.

The following corrections are needed prior to the issuance of the license:


· Purchase 4 cribs for the infant napping room.
· Turn off the wall heater in room #2/toddler room or barricade it to make it inaccessible to touch.
· Remove the two cubbies and refrigerator in room #3/school age room.
· Remove the corner cubby in room #4 (preschool room).
· Install cubbies on the wall and hooks for the children’s belongings.
· Put room numbers for all four classrooms.
· Put a sign outside of the staff and school age restroom.
· Remove the plants in the infant yard.
· Remove the play structure that is in the infant yard that is not age appropriate for infants.
· Add sail shade for the infant yard.
· Enclose the infant yard area completely.
· Remove all the play equipment that are not age appropriate for the toddlers at the toddler yard.
· Submit an outdoor playground waiver for the school age children to share the outdoor area with the preschool children by schedule.
· Obtain an approved outdoor playground waiver by the department.
· Update the parent handbook to indicate that school age children will (UTK to 13 years old).
· Update the About me plan/Infant Needs and Service plan to ensure that there is an area for the parents and facility representative to sign and date.

Applicant understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
