On 12/15/2024 at 3:05pm, Licensing Program Analyst (LPA), Selina Siao conducted an announced Pre-Licensing follow inspection due to a change of ownership. Upon arrival, LPA met with Applicant Jochebed Dejesus and her husband Michael Dejesus. The initial inspection was conducted on 11/14/2024, Applicant is now requesting to be licensed for 8 infants (0 to 24 months) in room #1, 30 preschool children (ages 2 to 5 years old) in rooms #2 and #4 and 8 school age children in room #3 (ages UTK to 13 years old). Hours of operation will be Monday to Friday 7am to 5:30pm.


LPA continued to tour the facility as the facility was previously measured. Total infant indoor activity space was previously measured to be 304.44 square feet, which is sufficient to accommodate the requested capacity. The preschool rooms #2 and #4 were previously measured to be 1056.09 square feet, which is sufficient to accommodate the requested capacity. The school age room #3 was previously measured to be 294.57 square feet, which is sufficient to accommodate the requested capacity for 8 school age children. LPA observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, napping cots for infants who can climb out of a crib, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via a cannister and drinking fountain that is connected to the filtered alkaline water that is located in the infant sink area. LPA observed all hazardous items to be inaccessible to children. Applicant stated that there are no bodies of water or weapons on the property. An updated fire clearance was granted on 11/14/2024.

Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing pads are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Facility has four cribs in the infant napping room that meet regulatory requirements. Crib area is separated from activity space via a separate room that is connected to the infant activity room #1. Sleep logs will be via the Brightwheel appl. Needs and Services Plans and Sleep Plans will be kept in the child’s classroom.

There shall be at least one potty chair or toilet for every five infants. LPA observed a total of 1 sink available for the infant component within the arms reach of the sink. There are a total of 3 sinks and 4 toilets for the preschool component and there is 1 sink and 1 toilet for the school age component located in room #3. These are sufficient to accommodate the requested capacity for the individual component. There is a separate staff restroom equipped with a toilet and a sink located in the infant crib room. The isolation area for children who are ill will be the Director’s office and the isolation restroom will be the staff’s restroom.

The facility currently has a fully fenced playground area which is separate from other components. The perimeter chain link fencing is at least four feet high. The total square footage for the infant outdoor activity space is 709.26 square feet, which is sufficient to accommodate the requested capacity of 8 infants. There are two preschool playgrounds available for the children, the playground that is located by the facility’s outdoor eating area was previously measured to be 2690.4 square feet and this area is designated for younger preschool children ages 2 to 3 years old. The other preschool playground that has sand and grass was also previously measured to be 2689.4 square feet and this area is designated for children 3 years old and older. The total square feet for both preschool playgrounds measured to be 4969.82 square feet and it is sufficient for the requested capacity of 30 preschool children and 8 school age children. Licensee has submitted a waiver today to request for the school age children to share the older preschool playground at different times of the day as the facility does not have a separate school age playground available. Licensee stated that she is planning to care for the school age children when school is not in session. Shade is provided via trees and sail shade for the preschool and infant playground. There are sufficient outdoor age-appropriate toys and play equipment available on the preschool and infant playground. Applicant was advised that they need to follow the manufacture recommendations for all play equipment. Drinking water is available via the children’s own water bottles or zippy cups when they are outside. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Facility needs to obtain an outdoor playground waiver approval by the Department for the preschool and school age children to share the playground at different times in the morning and afternoon prior to issuance of the license.
