On 12/09/2024 at 9:40am, Licensing Program Analysts (LPAs), Selina Siao and Angela Nguyen conducted an announced Pre-Licensing inspection for adding a toddler component to the existing preschool facility. A single license is being consolidated with the existing preschool license number 376701291.

Upon arrival, LPAs met with Applicant Christian Marines and Director Norma Chang. Applicant is requesting to be licensed for 15 toddlers (ages 18 to 36 months) in classroom A and 55 preschool children (ages 2 to 5 years old) in rooms B, C and D. Hours of operation will be Monday to Friday 7:30am to 5:30pm.



All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed applicant that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. Director stated that the facility does not have children that that needs medication. A fully equipped first aid kit is in the front counter area. There is an operational carbon monoxide detector on site located in room A (toddler classroom). All required licensing documents were observed posted in the front lobby entrance wall. Children will be signed in and out via the Brightwheel app.

LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space for the toddler room A measured to be 509.64 square feet and it is only sufficient for up to 14 children. And the total indoor preschool activity space rooms B, C and D measured to be 1955.23 square feet, which is sufficient to accommodate the requested capacity of 55 children. LPAs observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via the children’s own water bottles and there are two drinking fountains available to refill the children’s bottles. LPAs observed all hazardous items to be inaccessible to children. Applicant stated that there are no bodies of water or weapons on the property. However, the facility is located in a strip mall and there is a large water fountain feature with a low retaining wall that is located right outside the front entrance. The water fountain are not part of the facility and applicant doesn't have control of that area. Fire clearance was granted on 11/08/2024.

There is a changing table in the toddler restroom that is within reach of the sink. and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Director stated that the sleep logs will be kept in the Bright Wheel app. Needs and Services Plans will also be kept in the Bright Wheel app.

LPAs observed a total of 1 sink and 1 toilet available for the toddlers and 6 sinks and 5 toilets available for the preschool children. These are sufficient to accommodate the requested capacity 70 children. There is a separate staff restroom equipped with a toilet and a sink in the women’s restroom. The isolation area for children who are ill will be the front desk area and the staff will also be use for children who are ill.



The children bring their own AM/PM snacks and lunch to school. The kitchen area currently includes a sink, microwave, refrigerator and a stackable washer and dryer. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via the double doors.

The facility currently has two fully fenced playground areas. The front toddler outdoor area has a wrought iron fence that is four feet high, and the back preschool playground has a vinyl fencing that is at least four feet high. The front toddler playground measured to be 273.01 square feet therefore it is only sufficient for up to 3 children at one time. The back preschool playground measured to be 1611.18 square feet, which is sufficient to accommodate up to 21 children at one time. Facility has an indoor large gross motor area available for the preschool children and that area is also use as a preschool napping area. The indoor large gross motor activity area measured to be 1946.66 square feet, which is sufficient to accommodate 25 children at one time. Both the toddler and preschool outdoor playground are insufficient for the number of children being requested. Applicant is requesting for the toddlers to share the outdoor activity areas with the preschool children. A playground waiver for the preschool children and toddlers to share the preschool playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via the sail shade and the building. There are sufficient outdoor age-appropriate toys and play equipment available in the storage shed available for children at the playground. There is a climbing structure at the indoor playground that is age appropriate for the preschool children ages 2 to 5. There is adequate cushioning in fall zones of climber provided by rubber cushioning and extra soft padding that are placed at the end of both slides. Drinking water is available via the children’s own water bottles. LPAs observed all hazardous items on the playground to be inaccessible to children. Applicant Christian Marines was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Facility representatives were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

LPA Siao reviewed with facility representative the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.



Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Exit interview conducted and report was reviewed with the Director Norma Chang and applicant Christian Marines.

The following corrections are needed prior to the issuance of the license:

· Add room numbers outside of all four classrooms.
· The changing table that is located in the toddler restroom needs to have three inch high on the side.
· Secure the small gate in room D to prevent children access to the front door.
· Install a safety latch at the staff lounge kitchen door to prevent access as it is an off-limit room.
· Submit a playground waiver for the toddlers to share the preschool outdoor areas and be approved.
· Director and staff members shall watch the licensing supervision video and submit a sign in sheet as proof that they watch the video.
· Purchase some age appropriate toys for the toddlers and submit proof.

Applicant Christine Marines understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
