On June 20, 2024., Licensing Program Analyst (LPA) Van met with Administrative Assistant Arianna Carino for an unannounced annual random inspection. The purpose of the inspection was explained, and the Center's staff granted LPA entry to the facility. Fourteen teachers and the Administrative Assistant supervised 69 children at the Center. The facility complies with the staff-children ratios today. The Hours of operation are Monday to Friday, 8:00 am to 6:00 pm.

All staff members present during the inspection had their criminal record clearance verified using the CDSS Guardian Background check system. The preschool program operates in five classrooms: the Nitzanim, Elan, Neta, Elan Garden, Nevatim, inner studio, and the studio.

During the inspection, LPA and the Administrative Assistant thoroughly inspected the physical plant to identify potential health and safety hazards. The facility's manual sign-in and out system was found to be in order, with all parents' signatures and time of arrival matching the number of children present. LPA reminded the Administrative Assistant of the importance of complete parents’ signatures. The facility was found to be in good condition, with adequate temperature and ventilation levels. Each classroom was equipped with age-appropriate toys and educational materials, and the furniture was sturdy and well-maintained. LPA also noted the presence of individual cubbies for each child, labeled with their names.

There is a fully charged fire extinguisher in each classroom. The Center also has a centralized smoke alarm and multiple carbon monoxide detectors. Emergency and first aid supplies are fully stocked and available for children's use.

All hazardous materials, including cleaning solutions and disinfectants, are stored inaccessible to children. The medications were stored in a locked metal box, and a red first-aid backpack was in each classroom. LPA reminded the Administrative Assistant to periodically check the expiration dates on the medications and ensure that medications are stored in their original containers with parental consent.

LPA noticed power surges and exposed electrical wires in the classroom, right under the teacher's desk area. LPA reminded the Administrative Assistant to ensure all power surges and electrical wires were adequately secured to prevent children from pulling on them. The Administrative Assistant said she would work with the Administration team to arrange for the maintenance staff to address the issue immediately. She mentioned that she would send pictures to the LPA once the problem had been fixed.

All toilets and handwashing sinks are in good working condition and have proper sanitation. LPA observed no bodies of water on the premises.

The outdoor play area is kept clean and free of debris. It is also completely fenced, clean, and in good repair. All play structures, such as climbing and sliding, have soft cushions underneath to prevent accidental falls. LPA reminded the Administrative Assistant that drinking water should be available and freely accessible.

During the inspection, LPA reviewed records of children and personnel. The records for each child were found to be complete, including their names, addresses, and authorized representative telephone numbers. Each child's file also contains information about their immunization record, medical assessment, and admission agreement.

Staff members' records showed that all individuals requiring caregiver background checks had undergone criminal records and child abuse index clearances or exemptions. Several teachers possess valid CPR certificates. LPA reviewed the educational qualifications of the staff members and confirmed that everyone had completed the required ECE units and mandated reporter training.

According to the Administrative Assistant, the Center conducts its fire and earthquake drills monthly, with the most recent drill completed on May 31, 2024.

The facility had posted the required forms. (i.e., License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, Emergency Disaster Plan, and Daily activities).

The Administrative Assistant stated that the center provides morning and afternoon snacks. Children bring lunch from home. However, the center offers a paid lunch option catered by a third-party vendor for children interested in having lunch on Monday and Friday. Per the Administrative Assistant, the children bring their water bottles from home. The facility also has filtered water for refill indoors and outdoors. All storage containers for solid waste within the Center have a proper tight-fitting cover.

The Administrative Assistant was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The Administrative Assistant was informed about Mandated Reporter training AB 1207. The Mandated Reporter AB 1207 training must be completed every two years by the Licensee and for all staff hired. Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. The Administrative Assistant was informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain child care by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

During the inspection, LPA discussed with the Administrative Assistant a fixture with an exceedance. The Administrative Assistant mentioned that the Center is collaborating with the Brandeis School next door to address the issue, and they plan to cap the fixture permanently by next week. The Administrative Assistant assured LPA that she would keep them updated on the progress.
