On October 9, 2024 at approximately 10:20am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection to Glenridge Cooperative Nursery School. LPA met with director, Carolyn Mulcahy, and explained the purpose of the visit. Present during LPA's visit included 21 children, 5 parent volunteers, and 3 teaching staff (including director). Program is operating within capacity limits and ratio during LPA's visit.

Program operates as a cooperative nursery (co-op) school that operates in two sessions: morning (9:30am to 12:30pm) and afternoon (12:30pm to 3:30pm). Morning session children utilize the upper level, "AM class" while the the afternoon session children utilize the ground level, "PM class".

With director, LPA inspected facility for health and safety hazards. Facility is appropriately ventilated with proper temperature. LPA observed facility to have a variety of toys, equipment and furniture that are in good condition and age appropriate. Facility includes areas for art, dramatic play, gross motor development, and circle time. LPA advised director to sanitize materials weekly or as needed. LPA observed each classroom to have a loft area inside the facility that is designated as a library/quiet reading area for children. Stairs to loft area sustain the weight of an adult. LPA observed stairs to loft area also include non-slip material on each step.

LPA observed areas in classrooms to be clean and organized. There is carpet in the facility that is free of stains. Per director, carpets are vacuumed daily. Storage for children's belongings are located inside the facility, labeled with children's individual names. Each classroom is equipped with multiple first aid kits, fully charged fire extinguishers, smoke detectors and carbon monoxide detectors. LPA tested carbon monoxide detectors in both classrooms during visit, which were observed to be working. There is a fireplace in the AM classroom. Per director, fireplace is not in working condition.

LPA observed poisons, chemicals and cleaning solutions to be stored in facility's high shelves, inaccessible to children. Due to program being a co-op, food service is provided by enrolled children's authorized representatives daily. Food services is prepared in kitchen and distributed to children. LPA observed kitchen to have allergies posted and available for review. LPA observed cleaning solutions to be stored separate from where food is prepared. LPA also observed knives to be stored in kitchen's high shelves. Reusable utensils are utilized for food service that are washed in facility's dishwasher. LPA observed two separate sinks in kitchen: one designated for art and one designated for food preparation.

Drinking water is available to children, indoors and outdoors, with an accessible water fountain and children's individual water bottles and/or cups. Drinking water is served through a filtered water pitcher that is refilled through kitchen sink.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

LPA referred director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Restroom for children's use was observed to be in working condition. There is a closet for storage purposes in restroom that LPA observed to be locked. There is a janitorial sink in the restroom utilized for mopping only. LPA observed janitorial sink to be made inaccessible to children. Garbage bins throughout facility in restroom, classrooms and kitchen were observed to have a tight fitting lid.

Outdoor area includes an open space in front of facility building and fenced balcony attached to facility. There is a variety of outdoor equipment that was observed to be in good working condition. Outdoor toys and materials are brought to and from the outdoor area daily. LPA did not observe any pools, spas or bodies of water.

Children are signed into and out of program by children's authorized representatives' written signatures. Licensing documentation is properly posted and available for review. A childcare roster is posted and also made available for review.

LPA reviewed facility records that included 5 random children's files and 4 teaching staffs' files. Children's files have record of emergency information on file. All teaching staff have a current CPR/First Aid certification as well as a current Mandated Reporter certification. Random selection of parent volunteers' files have proof of required immunizations and completed health screening forms, that were made available for LPA's review. Parent volunteer records also include pest management certifications.

Facility representative was reminded that all adults 18 and over, including
employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was informed of the MyChildCarePlan.org website; a
consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were issued during today's visit.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with facility representative, Carolyn Mulcahy.
