On 1/28/2025, at approximately 9:15AM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA met with Lead Teacher Agrinilda Waide (S1) and Principal Laura Schmidt-Nojima (D1). The purpose of the visit was explained. Present during the visit was S1, D1, four staff members, and 13 preschool age children. The facility is operating within capacity and ratio requirements on this day.

LPA and S1 inspected the facility for any health or safety hazards. The facility is licensed to use Rooms 201, 211, and 216. The facility is currently operating in Rooms 201 and 216. There are fully charged 2A10BC fire extinguishers stored throughout the facility. There are carbon monoxide detectors in Rooms 201 and 216. There is a fire alarm system running throughout the facility. Emergency exits are clearly marked and visible. Evacuation routes are posted in each classroom and accessible for review. Electrical outlets are covered or blocked by furniture. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care.

LPA observed there to be age-appropriate toys and learning materials present. Furniture was observed to be age-appropriate and free of rough or sharp edges. There are cubbies available for children’s storage. Children nap on cots that are labeled with their names. Bedding is brought from home and taken back once a week for cleaning. Per S1, breakfast, hot lunch, and an afternoon snack are provided for children. Children bring water bottles from home and staff refill them at the facility. Per S1, if children do not have water bottles, there are cups available for children. Toilets and handwashing sinks were observed to be operational during the visit. Children’s medication is stored out of reach and inaccessible to children. LPA observed the first aid kits stored in each classroom to contain bandages, gauze, tweezers, and scissors.

LPA observed the outdoor play area to be free of debris and other loose articles. Age-appropriate toys and equipment are stored in a shed that is kept locked when children are not present. There is a play structure that is cushioned with resilient padding. The outdoor play area is enclosed by a chain link fence that is at least four feet high. Exits to the outdoor play area are secured with childproof locks. There are no swimming pools or other similar bodies of water present in the facility. Per S1, there are no firearms or weapons in the facility.

LPA reviewed six staff files, five children’s files, and facility records. There is at least one staff member present with current Pediatric First Aid/CPR training. Staff members have completed Mandated Reporter Training that is either AB1207 compliant or AB1432-24 compliant. LPA advised that teachers at a licensed facility must complete Mandated Reporter Training that is AB1207 compliant. S1 stated that they understood. Staff files have immunization records and qualifications available for review. All children’s files were observed to be complete. The facility roster was made available for review during the visit.

All required postings were observed to be posted and accessible for review in the main hallway of the facility. Per S1, emergency drills are conducted monthly. LPA advised that drill logs be posted to ensure accessibility and visibility. S1 stated that they understood. LPA verified the facility’s phone number to be current during the visit. An updated email address was acquired for the facility. The facility tested its fixtures for lead in 8/2022, before the deadline of 1/1/2023. There were no exceedances of lead found in any of the fixtures tested. LPA advised that the facility is next due to test its fixtures for lead in 8/2027.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a
maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited during today's visit on 1/28/2025.
A notice of site visit was given and must remain posted for 30 days.
