25 | On July 15, 2025 at approximately 1:20pm, Licensing Program Analysts (LPA) Melissa Zaragoza conducted an unannounced, case management visit to SFUSD Junipero Serra Early Education School (PS). LPA met with principal/facility representative, Danielle Loughridge, and explained the purpose of the visit. Present during LPA's visit included 8 teaching staff and 39 children present. Facility is operating within capacity limits and ratio during LPA's visit. Teaching staff present have fingerprint clearance through the school district. Childcare center hours of operation are Monday through Friday, from 7:30am-5:30pm.
LPA conducted a visit in regards to an unusual incident's report that was reported to the department. The unusual incident was reported on July 9, 2025. The first incident involves Child C1, Intern, S1, and director. On July 1, 2025 at around 4:30pm. Per director, they were outside, in the yard, while classroom 3 was transitioning indoors. Per director, they had their back towards the intern and C1, when they heard the intern call a student in an elevated voice say, “come on, let’s go”. Per director, when they turned their back they witnessed intern grab C1's wrist, while they tried to get them out of their chair. The second incident occurred on, 06/23/2025 and involved Child C2, intern, S1, and case manager. Per director, S1 and intern’s case manager witnessed intern jerking C2’s collar.
Per director, on 07/08/2025, C1’s and C2’s parents were informed about the incident via phone call. Per director, the intern’s case manager spoke with intern and their family, regarding the situation. Per director, intern was removed from the internship and no longer volunteers at the school. Per director, they reminded intern on how to redirect children and if they need help, they should reach out to the classroom teacher. Per director, they reported the incident to Licensing and Child Protective Services.
Per director, High school students from SFUSD are given courses in child development and intern jobs, as part of the College and Career Program. Per director, interns are sent to different school district sites to volunteer. Per director, intern's Case Managers are on site with interns weekly. Per director, interns are provided with training before starting their internships.
