On 3/4/2025, at approximately 1:05PM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA met with Director, Estrellita Guirre (D1), and explained the purpose of the visit. Present during the visit was Director, five staff members, and ten preschool age children. The facility is in compliance with staffing and ratio requirements on this day. This facility is located on the premises of a complex. The facility’s operating hours are from 7:30AM to 5:30PM.

LPA and D1 inspected the facility for any health or safety hazards. LPA observed the surface of the facility to be free of debris. There are three fire extinguishers that are size 3A40BC present in the facility. There is a carbon monoxide detector present. There are fire alarms and smoke detectors present throughout the facility. Electrical outlets are covered or blocked by furniture when not in use. Waste containers are fitted with tight-fitting lids. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care. Emergency exits are labeled and visible.

LPA observed there to be age-appropriate toys and learning materials present. Furniture was observed to be age-appropriate and free of rough or sharp edges. There are cubbies available for each child in care. Cubbies are labeled with children’s names. The facility provides cots and bedding for napping children. Bedding is washed once a week, and cots are cleaned as needed. The facility provides lunch and snacks for children in care. Lunch is prepared off-site and delivered to the facility. Snacks are stored at the facility. The facility provides water cups for children in care. Drinking water is provided from a non-contaminating fixture. Medication is stored in a central location that is inaccessible to children in care. LPA confirmed that medication is stored appropriately in its original packaging.

The facility shares an outdoor play area with residents of the complex. Per Director, the facility utilizes the outdoor play area in the mornings. LPA observed the surface of the play area to be free of debris and other loose articles. There is a play structure that is cushioned with resilient padding. The play area is partially enclosed by a fence that is at least four feet high. Per Director, exits and entrances are secured with carts, equipment, and placement of teachers during outdoor play. There are no swimming pools or other similar bodies of water present in the facility. There are no firearms stored in the facility.

LPA reviewed four staff files, ten children’s files, and facility records. LPA observed there to be at least one staff member with current Pediatric First Aid/CPR training. All teachers present have current Mandated Reporter Training. Teacher qualifications are available for review. LPA observed all children’s files to be complete. Children are signed in and out of the facility via paper sign-in sheets. LPA confirmed that all children present in the facility were signed in. All required postings were observed to be posted and accessible for review in the entrance of the facility. The facility last conducted an emergency drill on 2/13/2025. Emergency drills are properly logged and documented. The facility last tested its fixtures for lead on 10/29/2022 and found no exceedances of lead in any fixture tested.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a
maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited during today’s visit on 3/4/2025. A notice of site visit was given and must remain posted for 30 days.

LPA requested that the following documents be provided via email or mail: an updated director packet for Director, staff handbook, parent handbook, admission agreement, sample activity schedule, and sample menu. LPA requested that all documents be submitted on or before 3/28/2025.
