13 | On July 10, 2025., Licensing Program Analysts (LPAs) Van and Leong conducted an unannounced inspection to finalize this complaint and deliver the findings to the Center. LPAs met with the Assistant Director, Tunisia Kemp. The purpose of the inspection was explained, and entry to the Center was granted. Seven staff members, including the director, supervised 17 children today (6 infants and 11 toddlers). The teachers-to-children ratio was met.
As part of the investigation, interviews were conducted, and all relevant documents were collected and reviewed. Based on the available information, there was insufficient evidence to support the allegations that staff do not prevent children from hurting other children in care or that staff do not ensure adequate care and supervision are provided to children.
The Department has investigated the allegations mentioned above. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. Therefore, the allegations are Unsubstantiated.
A notice of site visit was given and must remain posted for 30 days.
An exit inspection was conducted with the Assistant Director, Tunisia Kemp.
