13 | On June 17, 2024, Licensing Program Analyst (LPA) Van conducted an unannounced inspection to finalize this complaint and deliver the findings to the Center. LPA met with the infant/toddler Assistant Director, Tunisia Kemp. LPA was informed that the site Director and the preschool Assistant Director are on vacation. The purpose of the inspection was explained, and entry to the Center was granted. Today, 6 staff members supervised 33 children, meeting the teachers-to-children ratio.
During the investigation, the LPA interviewed children and teachers, reviewed medical records, and obtained police reports. Based on the gathered information, it was determined that the staff had failed to provide adequate supervision, leading to an inappropriate interaction between C1 and C2 in the wooden playhouse during outdoor play. It was also uncovered that the children's personal rights were violated when staff used inappropriate language while instructing them to lie down during nap time.
Based on information gathered through interviews and evidence obtained, the preponderance of evidence standards has been met. Therefore, the above allegations are found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 1, is being cited on the attached LIC9099D.
A notice of site visit was given and must remain posted for 30 days.
