On February 19, 2025, Licensing Program Analyst (LPA) Van conducted an unannounced annual inspection and met with the Director, Candace Bauer-Cusack. The purpose of the inspection was explained, and access to the center was granted. The Center is a preschool that operates in two classrooms in a building located in McCoppin Park on 24th Ave in the Sunset District. The Director supervises five children at the beginning of the inspection. During the inspection, another teacher arrived, and eight more children were dropped off. The facility complies with the staff-children ratios today.

All staff members present during the inspection had criminal record clearance verified with the CDSS Guardian Background Check Site and were found to have eligible clearance status. The days and operations hours are Monday - Friday from 7:30 a.m. to 6:00 p.m.

LPA toured and inspected the center for potential health and safety hazards. The facility utilizes a manual sign-in/out. During the review, it was noted that one parent inadvertently forgot to sign their child in. To account for every child, LPA reminded the director of the importance of ensuring that all families are signed in and out during pick-up and drop-off times.

The facility is well-maintained, and the temperature and ventilation are kept at appropriate levels. Each classroom is equipped with age-appropriate toys and educational resources. The furniture is sturdy and well cared for. It was noted that every child has a cubby labeled with their name. The facility has a carbon monoxide detector, a smoke alarm, and a fully charged fire extinguisher. Emergency supplies are stored securely in locked areas. Children's medications were reviewed, and all medicines were observed in original containers with parental consent. The first aid supplies are fully stocked and accessible for children's use.

According to the director, no guns or weapons were present at the center. All hazardous materials, including cleaning solutions and poisons, are kept out of the reach of children. LPA did not observe any pools or bodies of water on the premises.

The facility has a children's bathroom that requires a key. There are two toilets and two sinks. All toilets and handwashing sinks are in good working condition and have proper sanitation. LPA observed no bodies of water on the premises.

The facility has been granted an outdoor waiver allowing the use of McCoppin Park for various outdoor activities. The outdoor play area is fully enclosed with fencing. The play structures in this area are well-maintained and free of any loose parts. The Director shared that the city plans to replace the cushion flooring under the play structures and reinstall the two swings for children in the Spring, which had been removed earlier. LPA reminded the director to notify the Licensing Office when the city begins the project. Additionally, LPA emphasized that staff should regularly check the playground to ensure it is clear of debris and hazardous materials before children use it.

Children and personnel records were reviewed. The records for each child were found to be complete. Each child's file contains information about their immunization record, medical assessment, and admission agreement. Staff members' records showed that all individuals requiring caregiver background checks had undergone criminal records and child abuse index clearances or exemptions. Furthermore, all staff possess valid CPR certificates. LPA reviewed the educational qualifications of the staff members and confirmed that everyone had completed the required ECE units.



According to the director, fire and earthquake drills are conducted at least once every six months, with the most recent drills completed on 10/22/2024.

The facility had posted the required forms. (i.e., License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, Emergency Disaster Plan, and Daily activities). The director stated that children bring snacks and lunch. Per the Director, the children bring their water bottles from home. The facility has water available for children indoors and outdoors to refill if needed. All storage containers for solid waste within the Center have a proper tight-fitting cover.

The Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.



Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The Director was informed about Mandated Reporter training AB 1207. The Mandated Reporter AB 1207 training must be completed every two years by the Licensee and for all staff hired. The Director was informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain child care by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.


For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
