On April 19, 2023 at 11:00am, Licensing Program Manager (LPM), Garfield Leung and Licensing Program Analyst (LPA), Winnie Ly met with Program Director, Erika Tinoco and Assistant Director Eileen Labarca for an Informal Office Meeting.

Discussed during the meeting was Unusual Incident dated 03/02/2023 in which a child was left at a nearby park. A bystander walking the dog at the park found the child and called the police. At the center, facility staff realized a child was left at the park, rushed back to the park but police did not release the child to staff until parent of child showed up.

Per Director, a meeting was held with the family to ensure the safety of their child under their care and supervision. As the facility’s plan of correction, staff have been reminded to make sure to always maintain 100% supervision of a child, 100% of the time. Facility have put in place having children wear red penny vests to easily identify children at the park, always keep track of children with headcounts and record keeping.

Also discussed during the meeting was the complaint received regarding child left unattended at the local park. LPM Leung explained the importance of reporting unusual incidents to Licensing and to parents. LPM Leung also discussed the citation and civil penalty issued for this incident.
