At the time of inspection, the facility was staffed by the director and 13 staff members, with 47 preschool-aged children in care. The facility was operating within the licensed capacity and staff-to-child ratio requirements. LPA verified that background check clearances from the California Department of Social Services (CDSS) had been granted to the director and 13 staff members.

The facility operates in five classrooms, which are clean, well-ventilated, and maintained at a comfortable temperature. Age-appropriate toys, materials, and furniture were available and in good condition. All poisons, cleaning solutions, and hazardous materials were stored in areas inaccessible to children. Hooks for children’s belongings were labeled with the children’s names.

One child required their prescription on-site, and the medication lockbox was observed in the office. The parents bring it in daily to drop it off with the director. The child was absent during today's inspection. The prescription was not present in the medication lockbox during today’s inspection.

The facility was equipped with multiple fully charged fire extinguishers, multiple fully stocked first aid kits, multiple carbon monoxide detectors, and a fire alarm system.

The facility provides food service, including morning and afternoon snacks. Snacks are prepared on-site. Lunches are provided by the parents. Menus were posted on the bulletin board and available for review. Reusable plates and cups are used and washed after each use. Parents provide water bottles for their children, which are returned to parents during pickup for full cleaning.

The children nap on mats. Additional mats were observed in the facility. Parents provide blankets and sheets for their children, which are sent home every Friday for laundering.

• Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.

• Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

Required licensing documents were posted and available for review. Emergency disaster drills are conducted and documented. The most recent drill was on November 19, 2025. Children are signed in and out electronically via the Brightwheel app. The app confirmed that all 47 children were signed in to the facility.

LPA reviewed 8 children’s records and 5 staff records. The eight children’s records were complete and included all required licensing forms. Five staff files were also complete and contained documentation of required immunizations. All five staff files contained educational transcripts, indicating they are qualified preschool teachers. All five staff members possess current Pediatric CPR/First Aid certifications.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16.

LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
