On 8/13/2024 at 10:30AM., Licensing Program Analyst (LPA) Luis Gomez met with Early Education Director, Antonette Green. The purpose of inspection was explained and was for Announced/ Case Management inspection for Room Change and Increase in Capacity. Per director, site is currently closed for summer break. Facility has requested to increase capacity from 56 to 72 children, adding three classrooms: ECP-A, ECP-B, and ECP-C to the program. Program is planning to utilize two outdoor spaces including the: Courtyard and Roof Deck. Previously approved classrooms located in St Joseph’s Hall and Annex Building will be no longer be used. The day and hours of operation Monday- Friday from 8:00 am to 6:00 pm. LPA measured facility indoors and outdoors, and inspected for health and safety hazards.

At 11:00AM., LPA measured classrooms: ECP-A, ECP-B, ECP-C. Classrooms had a total useable indoor square footage of 3,221.576. Total usable sq ft, divided by 35 equals to 92 children. The total allowable capacity for toilets (9) and sinks (9) is 135 children.



Classrooms were observed clean and equipped with furniture and age-appropriate materials. Floors and walkways were cleared of obstructions or hazards. Playthings inspected were in good repair. The indoor spaces was a comfortable temperature with adequate ventilation and lighting.

Classrooms were equipped with storage for children's belongings. Additional storage is available inside classroom kitchenette.

For napping services, LPA observed new stackable cots available. Facility has fully charged fire extinguishers (3A:80BC), located on lower deck, and testable carbon monoxide detectors. Per director, smoke detector and sprinkler system is built into the structure. Accessible trash bins and electrical outlets have been covered.

The faucets and toilets in children’s bathrooms were in operating condition, with supplies available as needed. Per director, separate bathrooms for staff usage is located in lobby. Detergents; cleaning supplies and toxins have been stored in the off-limit areas. (REFER TO 809C FOR CONT.)

At 12:35PM., LPA measured the outdoor play areas: Roof Deck and Courtyard. Total useable square footage measures 6561.972; divided by 75 allows for a total of 87 children.

The outdoor play spaces were enclosed with fencing and walls. Play structure on roof deck had been properly anchored with absorbent material installed underneath and around the perimeter. LPA observed sandbox covered with plastic tarp. Areas were free of hazardous plants or debris and facility has installed umbrellas and benches were available for shaded rest.

Per director, water services will be readily available inside and outside with refillable bottles for children to drink as they wish.

Post required posting in centralized, visible location and include the: License; Passenger Safety Laws; Notice of Parent Rights; Personal Rights; Emergency Disaster Plan; Earthquake Preparedness Checklist.



Per director, families will provide lunches and snacks daily. LPA observed classrooms equipped with refrigerators for proper food storage. LPA reminded director to ensure food items brought by families are labelled.

Per director, isolation of ill children will be in the lobby.

Facility provides Incidental Medical Services – IMS. LPA reviewed storage area for medication and equipment/supplies, and reviewed forms that will be used. During inspection, director submitted updated parent handbook, job descriptions, and complementary lead sampling report.

Prior to recommendation for approval of Room Change and Increase of Capacity, facility must complete the following:
>Obtain fire clearance approval (STD850)
>Installed safety locks on cabinets in sandbox area
>Transfer First Aid Kits to site

>No deficiencies were cited against the facility under CCR, Title 22. 12 Ch. 1.
