Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the licensee, Angela Beniflah, and the licensee's daughter, Vivian Beniflah, and explained the purpose of the inspection to them. All adults in the facility had fingerprint clearance. The facility had 6 preschoolers upon LPA's arrival. The facility is called ANGELINA'S SCHOOLS, and the operation hours are Monday to Friday from 8:30 AM to 4:00 PM. The facility will be closed for the holidays (Winter Break) from 12/18/2023 to 1/3/2024. The licensee owns and lives in this 2 stories single-family house. The daycare areas are on the ground level including a playroom (behind the food preparation area), a play & project area (by the food preparation area), a nap room, a bathroom, and a backyard. The off-limit areas are the entire second floor and a garage. LPA inspected the facility for health and safety hazards. The facility was clean and in order, the temperature and lighting were adequate, and toxins & harmful objects were made inaccessible to the children. The facility had a fully charged 2A10BC, working carbon monoxide & smoke detectors, a working cellular phone, and first aid supplies available. It had plenty of age-appropriate toys, books, arts & crafts material & equipment, learning material, numerous fake kitchens, and children's furniture were in good condition and repair. The licensee installed a childproof knob to a door at the daycare's main entrance to prevent children from accessing the off-limit areas. The licensee also installed carpet as the soft cushioning to the floor in the nap and play rooms to prevent injury. The facility had a diaper-changing table available in the playroom. All the lower drawers and cabinets in the facility were either latched or free of harmful objects. Mats were used for napping. Children brought their bedding and were stored on the shelves with children's names in the hallway areas by the main daycare entrance. The facility also had hooks with children's names available for children to store their belongings by the daycare's main entrance. The facility provided breakfast, AM/PM snacks, and lunch to the daycare children. The children's bathroom was clean and in order. The lower bathroom sink cabinet was latched. The licensee covered all the sharp corners and electrical outlets in the facility. The licensee put some decals on the sliding door to the outdoor play yard to prevent children from running into the glass door and getting injured. The outdoor play yard was completely fenced. The stairway was blocked in the yard. The licensee installed the artificial grass turf to the entire ground as soft cushioning, The yard had plenty of age-appropriate outdoor toys, a couple of see-saws, playhouses, a slide structure, Caterpillar Kids Play Tunnel, space ship, climbing structures, and children's furniture that were in good condition and repair available for the children. The facility conducts the disaster drill monthly. Per the licensee's daughter, there were no guns, weapons, or pets in the house. The licensee and her daughter had current CPR/First Aid Training & Child Abuse Mandated Reporter Training; they will expire on 10/2024. LPA reviewed the children's files and obtained a copy of the current children's roster from the licensee during the inspection.

Criminal Record Clearance - Licensee was reminded that all adults 18 and over living or working in home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Safe Sleep - LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

MyChildCarePlan.org – Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Megan’s Law - During the exit interview, the LICENSEE ****, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
