On 10/29/2024, at approximately 9:15AM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA met with Licensee Frances Rappa and explained the purpose of the visit. Present during the visit was Licensee and one preschool age child. The facility is operating within capacity and ratio requirements on this day. The facility’s operating hours are from 8:00AM to 5:30PM, Monday to Friday.

Daycare Areas: Living Room (Play Room), Kitchen, and Bathroom.
Off-limits Areas: Bedroom and Porch.

LPA and Licensee inspected the home for any health or safety hazards. There is a fully charged 3A40BC fire extinguisher present. There is a fire alarm system running throughout the home. Licensee demonstrated a carbon monoxide detector to be operational during the visit. There are temperature and ventilation controls for the comfort and safety of children in care. Electrical outlets are covered or blocked when not in use. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care.

LPA observed the home to be in clean and orderly condition. There are age-appropriate toys and learning materials available for children in care. Furniture was observed to be age-appropriate and free of rough or sharp edges. There are cubbies for children’s belongings. LPA observed there to be cots and play pens available for napping children. The facility provides bedding and sheets. Licensee stated that they provide lunch and AM/PM snacks.

Safe sleep regulations were discussed during the visit. LPA advised that infants are not to nap in cribs or play pens with blankets, toys, or other loose articles. Licensee stated that they understood. Sleep sacks are considered swaddling devices and are not to be used in a Family Child Care Home. Infant sleeping logs were discussed, in addition to 15-minute checks for sleeping infants. Individual Infant Sleeping Plans (LIC9227) were discussed. A sample sleep log and LIC9227 were provided during the visit.

Licensee stated that children are taken to Moscone Park for outdoor activities. Moscone Park is within walking distance of the facility. There is no outdoor play area at the facility. There are no pools or other similar bodies of water present. Per Licensee, there are no firearms in the facility.

LPA reviewed Licensee’s file, one child’s file, and facility records. Licensee’s First Aid/CPR expires 9/2025. Licensee’s Mandated Reporter Training expires 10/2026. LPA observed all required files to be present in the child’s file. The last emergency drill was conducted on 7/1/2024. Emergency drills are properly logged and documented. The facility carries liability insurance. Required postings are posted and accessible for review.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

No deficiencies were cited during today’s visit on 10/29/2024.
A notice of site visit was given and must remain posted for 30 days.
