On August 25th, 2025, at approximately 9:30 AM, Licensing Program Analyst (LPA) Janet Gil conducted an unannounced inspection to deliver findings on the complaint investigation for the above allegations. LPA Gil met with Director, Jennifer Breeden, to discuss complaint allegation findings. Present during LPA’s visit included 7 staff (including director), and 12 enrolled infant children for the infant license. All adults working in the facility have fingerprint clearance on file.

Based on LPA observations, record reviews, and interviews which were conducted. The allegation may have happened or is valid, however there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.

Exit interview was conducted and a copy of this report was reviewed and provided to the Director, Jennifer Breeden.

No deficiencies were issued today under Title 22 Division 12 of the California Code of Regulations.

NOTICE OF SITE VISIT WAS GIVEN AND SHALL REMAIN POSTED FOR 30 DAYS. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
