On 8/2/2024 Licensing Program Analyst (LPAs) Basak and Garcia met with the Program Director, Heidi Lamar and Assistant Director Zainab Litto, for today's required annual visit. The purpose of the visit was explained and LPA’s granted entry.
There were 31 preschool children and 10 staff present during the inspection. The facility operates its program Monday-Friday 7:45 a.m. to 5:00 p.m. The facility meets the teacher-child ratio during the visit.

LPAs inspected 3 preschool classrooms and the outdoor space with the director. LPAs observed facility has smoke detectors and carbon monoxide detectors, and 3 fully charged fire extinguisher model 2A10BC located on each floor. The facility has a working telephone on site. All cleaning solutions, poisons, and other chemicals dangerous to the children are stored inaccessible to the children. The facility has age-appropriate furniture. LPAs observed the facility floor and rugs are in good repair and free of any hazards.

There are first aid supplies available in each classrooms. All bathrooms are in working condition. LPAs observed all food is stored properly to avoid contamination. The facility has enough sleeping cots/mats and provides sheets, and children bring their blankets from home. According to the assistant the facility provides breakfast, lunch, and snack in addition to drinking water. LPAs found food preparation area to be cleaned, and free of litter. Food is stored adequately to prevent contamination and properly labeled.

LPAs observed outdoor areas and play structures are free from health and safety hazards. There are a variety of sports equipment available for the children. There are also sheds/bins and storage areas for the toys when they're not being used.

According to the director, the facility is using electronic sign-in/out called Care Connect. LPAs observed all authorized representatives have signed. The facility has a license, and all other required documents are posted and visible to the public. The facility has an emergency drill log and the last drill was conducted on July 21, 2024.

The LPAs reviewed the facility records. LPAs reviewed 6 random children's files. All required files were available in folders. LPAs reviewed 4 staff files with qualifying requirements such as ECE Units, CPR, and Mandated Reporter Training. The facility has a daily schedule posted in the classroom.



The Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption or transfer their existing clearance or exemption prior to initial presence in a Child Care Center.

A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

The director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed the completion certificates on file.

LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.
Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The Director was informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES:
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. The facility had tested on 1/11/2023.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

No deficiencies were cited today under CCR, Title 22, Division 12, Chapter 3. This report must be available in the facility for public review.
