25 | On May 12, 2026, Licensing Program Analyst (LPA) Leong arrived at the facility to conduct an unannounced annual inspection. LPA met with Licensee Nedyalka Stavreva and explained the purpose of the inspection.
At 11:44 a.m., the assistant returned to the facility. The licensee and her assistant were observed caring for three infants. Two other adults were also present in the home. The Guardian Background Check System confirmed that the licensee, the licensee’s assistant, and the two adults hold an eligible status with their criminal record clearances. The facility was observed to be operating within the licensed capacity ratio requirements.
The facility operates Monday through Friday from 8:00 AM to 5:00 PM. Licensing documents are posted on the wall and available for review. Emergency disaster drills were conducted and documented. The most recent drill was completed on March 16, 2026.
Childcare areas: the entire ground floor, including a playroom, a study room, two smaller classrooms in the back, two bathrooms, and a backyard.
Off-limits areas: the entire second floor and the ground-floor garage. The licensee understands that off-limits areas may not be used for childcare during business hours.
The indoor areas were clean, well-ventilated, and maintained at a comfortable temperature. Age-appropriate furniture, toys, and learning materials were available and in good condition. Electrical outlets were secured with childproof covers. Hazardous items, including cleaning supplies and chemicals, were stored in areas inaccessible to children. The staircase entrance was observed barricaded with a child safety gate. Carpets were observed in the home, and the licensee stated that she vacuums the carpets twice a day,
The home was equipped with a fire extinguisher, a first-aid kit, smoke detectors and a carbon monoxide detector. LPA tested the smoke detectors and the carbon monoxide detector, and both were found to be functioning. The bathrooms were clean and contained age-appropriate toileting equipment. A diaper changing station was observed with wipes and diapers. Parents provide both wipes and diapers for their children. The licensee confirmed that no firearms or weapons are stored on the premises.
