On 2/25/2025, at approximately 12:20PM, Licensing Program Analysts (LPAs) Jonathan Tse and Jovanna Badger conducted an unannounced annual visit at the facility. LPAs met with Director, Mimmi Skoglund, and explained the purpose of the visit. Present during the visit was Director, six staff members, and 41 preschool age children. The facility is in compliance with staffing and ratio requirements on this day. The facility’s operating hours are from 8:00AM to 5:00PM.

LPAs and Director inspected the facility for any health or safety hazards. LPAs observed fully charged fire extinguishers that are at least size 2A10BC to be present in the facility. Carbon monoxide detectors were observed to be present in the classrooms. The surface of the facility was observed to be clean and free of debris. LPAs observed there to be a fire alarm system running throughout the facility. Electrical outlets are covered or blocked by furniture when not in use. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care.

LPAs observed there to be age-appropriate toys and learning materials in each classroom. Furniture is age-appropriate and free of rough or sharp edges. There are cubbies available for each child to store their belongings. Children have access to an art room, a sand room, and a children’s kitchen for extra activities. Children nap on mats and bring sleeping mats from home. Sleeping mats are taken home once a week for cleaning. Per Director, mats are cleaned once a week or as needed. The facility provides snacks and lunch for children in care. Facility menus are updated monthly. Drinking water is provided from a non-contaminating fixture.

LPAs observed the outdoor play areas to be free of loose debris and other articles. Children have access to age-appropriate toys and equipment. The outdoor play areas are enclosed by a fence that is least four feet high. There are chickens that children have the opportunity to feed and take care of. Children are taken on field trips on walks near the facility. There are no in-ground swimming pools or other similar bodies of water present in the facility. Per Director, no firearms are stored in the facility.

LPAs reviewed seven staff files, 10 children’s files, and facility records. LPAs observed there to be at least one staff member present with current Pediatric First Aid/CPR training. Staff qualifications for teachers are available for review. LPAs observed that one staff member did not have a Health Screening Report (LIC503) present in their file. LPAs informed Director that a technical violation would be issued. Director stated that they understood.

LPAs observed all children’s files to be complete. There are field trip permission slips that are signed by the children’s parents. Children are signed in and out digitally. All required postings were observed to be accessible for review in each classroom. The facility last conducted an emergency drill on 12/2024. Emergency drills are properly logged and documented.

The facility was cited on 3/28/2024 for having an exceedance of lead in a bathroom sink, labeled Fixture D. The facility has been in consistent communication with the Department regarding the remediation of Fixture D. Due to the fixture not being used for food preparation or consumption of water, the deficiency cited on 3/28/2024 shall be cleared today. LPAs advised that the fixture not be tested for lead in the future. A letter of deficiencies cleared was printed and provided to Director during the visit.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a
maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A notice of site visit was given and must remain posted for 30 days.
