On February 11, 2026, Licensing Program Analysts (LPAs) Naves and Van conducted an unannounced complaint investigation visit at the facility. LPAs met with Director Vicky Patel and explained the purpose of the visit. During the inspection, LPAs inspected the facility for any health and safety concerns and made classroom observations. Today, 7 teachers, including the Director, supervised 14 infants.

During the course of the investigation, observation of the infant classrooms and staff interviews were conducted. Based on information obtained, the preponderance of evidence standard has been met. Therefore, the above allegations are found to be substantiated.

LPAs Naves and Van informed Director Vicky Patel that this report dated February 11, 2026 document(s) 1 Type A citation which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care.

101238 Buildings and Grounds (a) The child care center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors.
(1) The licensee shall take measures to keep the center free of flies, other insects, and rodents.

The center must ensure that the facility is clean and free of flies, other insects, and rodents. The center will hire a professional pest control company. The center will send the work or and plan detailing what was done and a report of the findings from the company. Additionally the center will ensure the staff is constantly monitoring and ensuring the classrooms are clean and free of any dropping while children are present. The facility will ensure first thing in the morning the rooms are clean. The center will reach out to pest control within 24 hours.

The center did not comply with the section cited above in both of the infant classrooms were observed to have had mice droppings. This poses and immediate risk to the health and safety of children in care.

Also, LPAs Naves and Van informed the Director Vicky Patel to provide a copy of this licensing report dated February 11, 2026 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224 ), or other written statement, must be placed in the child's file for verification.
