On May 8th, 2024 at approximately 1:30 PM, Licensing Program Analyst (LPA) Janet Gil conducted an unannounced, annual inspection. LPA met with director, Melissa Patel, and explained the purpose of the visit.
Present during LPA's visit included director, and 2 preschool age children. Program is operating within capacity limits and ratio during LPA's visit. Director present has fingerprint clearance on file.

Hours of operation are Monday through Friday 8:00 AM to 5:00 PM. With director, LPA inspected preschool program's day care areas, indoors and outdoors for health and safety hazards. Preschool program includes a stage, two bathrooms, a large classroom, and a smaller classroom in the back of main classroom. Per director, they are currently not using the smaller classroom but plan to use it once they have more enrolled children in care. Classrooms include a variety of toys and materials that were clean and in good condition. Children's furniture and equipment were observed to be age appropriate. There are multiple activity areas in the main classroom that children have access to. Activity areas include building blocks, reading, art, and a stage for dramatic play. There are carpets in the classroom that were observed to be clean, free of stains. LPA observed electrical outlets in classrooms to be made inaccessible with furniture. LPA did not observe accessible poisons, cleaning solutions or chemicals during visit.

There is sufficient storage for children's belongings located inside the classroom. LPA observed facility to have designated children's cubbies. Facility is equipped with multiple fully charged fire extinguishers, multiple first aid kits and a fire alarm system. LPA observed multiple dual smoke/carbon monoxide detectors. LPA did not test carbon monoxide detector due to children in care sleeping.

There is two bathrooms in the facility that were observed to be clean and in working condition. Bathrooms are equipped with appropriate toileting equipment. Sinks accessible to children do not provide hot water. Garbage bins in classroom were observed to have tight fitting lids. LPA did not observe any hazardous materials in bathrooms and classrooms of the facility.

Children sleep on sleeping mats. Sheets are provided by children's families and are sent home weekly or as needed. LPA observed mats to be stacked and stored appropriately. Mats are designated for each child in care. Sheets are stored in children's individual bags to prevent sheets from touching one another in the back of the main classroom on hooks.

LPA observed preschool program's side yard to be equipped with outdoor toys and materials in good condition. There is sufficient shade in side yard. LPA observed side yard to be fully fenced and enclosed.

Preschool program does not currently provide a food service. Children's families provide children with their lunches. LPA observed children's individual lunch boxes to be separated in designated areas, properly stored. LPA observed a upper stage in main classroom that is closed off. Per director children only use that area with adult supervision. Upper stage stores more art supplies, games, and mats. Per director she plans to have teachers hired in the future run small enrichment classes on the stage. Water is made available to children, both indoors and outdoors, through children's individual water bottles. Water is refilled with tested source when needed.

During today's visit, LPA reviewed two children's files. Children's files were observed to have a record of immunization's, emergency and admission information. LPA also reviewed teaching staffs' files for present director. Staff present have proof of required immunization and educational transcripts, that were made available for review. Director has valid CPR and Mandated Reporter training on file.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871,
must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

During today's visit, LPA observed facility tested for Lead on 5/11/2023. This was after the due date of 1/1/2023. Preschool program was issued a Type B citation. Appeal rights were provided during visit.



A notice of site visit was given and must remain posted for 30 days.
