On February 11, 2025, Licensing Program Analysts (LPAs) Leong and Naves conducted an unannounced annual visit. LPAs met with the Licensee, Josephine Tolbert, and explained the purpose of the visit. On January 28, 2025, LPAs attempted to visit the facility, but the licensee did not allow entry into the home.
There were no children present during today’s visit.
LPAs observed that all required documents, such as the facility license and the Notification of Parental Rights, were displayed and made visible to the public.
LPAs also observed that the Notice of Site Visit and LIC 809D from her previous visit on January 28, 2025, were displayed, as required since this falls within the 30-day window following a licensing visit.
According to the licensee, she completes the emergency disaster drills monthly. However, the licensee stated she does not document such drills.
Daycare Areas: the entire lower level and backyard. The licensee stated the children are currently not using the backyard.
Off Limit Areas: the entire upper level. The licensee stated that the children in care uses the upstairs since she has children staying overnight.
LPAs inspected the indoor and outdoor daycare areas to identify health and safety hazards. The home had a fully charged fire extinguisher, a first aid kit, a smoke detector, and a carbon monoxide detector. LPAs tested the carbon monoxide and smoke detector and found them functioning.
LPAs observed that the home's interior was clean and orderly. Disinfectants, cleaning solutions, poisons, and other hazardous items were stored in areas inaccessible to children. The bathroom was clean, fully operational, and equipped with suitable toileting equipment and sanitation products.
