On January 24, 2024, Licensing Program Analyst (LPA) Van met with the site supervisor, Stephanie Vorrises, for an unannounced required random inspection. The purpose of the inspection was explained, and entry to the facility was granted by the site supervisor. The Center is a preschool program located inside St. Thomas More Catholic School. Present today are 28 children supervised by four teachers and the site supervisor. The facility complies with the staff-children ratios today. All staff members have criminal clearance on file verified with the CDSS Guardian site. The days and operations hours are Monday - Friday from 7:00 a.m. to 4:30 p.m.

The site supervisor and LPA inspected the physical plant to identify potential health and safety hazards. The facility utilizes manual sign-in and sign-out. The sign-in and sign-out records showed that all parents' signatures matched and accounted for the number of children present. The facility is in good condition, and the temperature and ventilation levels are adequately maintained. Age-appropriate toys and educational materials are available in the classroom. The furniture is sturdy and well-maintained. LPA observed that each child has their own cubby available with their name labeled. The facility has a carbon monoxide, a centralized smoke alarm, fully charged fire extinguishers, and functioning telephones. LPA noticed that emergency supplies are securely stored. Cleaning products are stored inaccessible to children. Additionally, sleeping cots are appropriately stored. The Center stored medication inside a locked metal box. The toilets and handwashing sinks are in good working condition and regularly sanitized. LPA observed no bodies of water on the premises.

The outdoor play area is well-maintained, clean, and free of any clutter that may harm the children's safety. Moreover, the playground is securely fenced. The site supervisor stated that the sandbox is inspected daily before children's usage. LPA also reminded the Director to check and clear any debris or harmful materials from the playground before use in accordance with the regulations.

During the inspection, LPA reviewed records of children and personnel. The records for each child were found to be complete, including their names, addresses, and authorized representative telephone numbers. Each child's file also contains information about their immunization record, medical assessment, and admission agreement. Staff members' records showed that all individuals requiring caregiver background checks had undergone criminal records and child abuse index clearances or exemptions. Furthermore, all teachers possess valid CPR certificates and maintain up-to-date mandated reporter training certificates. LPA reviewed the educational qualifications of the staff members and confirmed that everyone had completed the required ECE units. The site supervisor stated that fire and earthquake drills are conducted monthly, with the most recent drill on December 13, 2023.

The facility had posted the required forms. (i.e., License, waivers, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, Emergency Disaster Plan, and Daily activities). Per the site supervisor, the Center provides only am and pm snacks. Children bring their lunch. The snack menu is observed posted. The food preparation area is clean and free of hazards. Per the site supervisor, the children bring their water bottles from home, or the facility refills the bottles if needed for children indoors and outdoors. All storage containers for solid waste within the Center have a proper tight-fitting cover.

The site supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The site supervisor was informed about Mandated Reporter training AB 1207. The Mandated Reporter AB 1207 training must be completed every two years by the Licensee and for all staff hired. Training can be taken online at www.mandaterreporterca.com. Also, the Director was reminded of Pesticide training. Information on the DPR website at: www.cdpr.ca.gov/shoolipm/childcare

The site director was informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain child care by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES:

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

During the inspection, LPA obtained the following documents from the site supervisor.

1. An up-to-date Emergency Disaster Plan (LIC 610)
2. Personnel Report (LIC 500)
3. Designation of Administrative Responsibility (LIC 308)
4. Incidental Medical Services Plan
5. Water lead testing results, facility sketch LIC 999, LIC 9275, and LIC 9276
