25 | On March 8, 2024, Licensing Program Analyst (LPA) Van conducted case management to follow up on a pending Attestation Request for water lead testing and met with the Director, Galina Cherkas. The purpose of the inspection was explained, and the Director granted LPA entrance to the Center. Upon entering, LPA observed children playing outside. There were three staff members, and the Director supervised 18 preschool children. The Center complied with a teacher/child ratio.
During the inspection, LPA reviewed the facility sketch (LIC 999) and Acknowledge Attestation Request from the Center. The attestation Request indicates that the Center has no water outlets used for food preparation or drinking water or made accessible to children. Per the Director, the Center uses frozen food purchased from Cosco, Smart & Final, which are pre-washed and pre-packed snacks for children. The Center catered drinking water from the Ready Refresh service, which delivers 3 to 5 5-gallon water bottles every month. In addition, the children bring their reusable water bottles, and the staff will refill them outdoors and indoors when needed.
The Center sketch and physical plan indicate that there's a water fountain close to the children's restroom. The Director has used duct tape to cover the side handlebar and bubbler to prevent children from accessing it. LPA's observation revealed that duct tape is ineffective since it can be easily removed and still accessible to children. As a result, the Attestation is put on hold until a permanent remedy is implemented to ensure the water fountain is inaccessible to children. The director has indicated that she plans to build a cover-up-locked safe cabinet to make the fixture inaccessible to children.
A notice of site visit was given to the director, and it must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
An exit interview was conducted, and the report was reviewed with the Director, Galina Cherkas. |
