On 10/24/2024 Licensing Program Analyst (LPA) Zeynep Basak conducted an unannounced random inspection and met with the Licensee, Lisa Baisman. The purpose of the inspection was explained to the Licensee and LPA was granted to enter the home.

There was the licensee, assistant, and 6 children present in the home during the visit.
The licensee stated they have 11 children enrolled however there were only 6 children each day, and they rotate the children's schedule.

LPA verified the background check clearance of the present adult working or living in the home.
The hours of operation of the Child Care Home are Monday through Friday 8:00 AM - 5:30 PM.

Per the licensee, children brought their meals from home beside their water bottles and the licensee provided a.m., and p.m. snacks and drinking water.

The Daycare areas are the living room, dining room, bedroom#1, kitchen, bathroom #1, #2, backyard, and a part of the hallway by the stairs where the children's cabbies are.

Off-limit areas are bedrooms #2, part of the hallway, stairs, bathroom#3, closet in the hallway, and the garage.
LPA observed all off-limit areas are locked, barricaded, and made inaccessible to children.

LPA and the licensee toured the childcare area for Health and Safety hazards. A combo of carbon monoxide and smoke detectors was observed in the room. A fully charged fire extinguisher of size 2A10BC was also available in the Child Care Home.
The licensee stated there were no weapons, guns, or any type of bodies of water in the home.

LPA observed the house is in good repair with proper temperature, sufficient ventilation and lighting, and free of hazards. Electric outlets have covers and a functioning phone exists. The Licensee has current liability insurance available.
LPA observed that the daycare area has appropriate furniture, toys, books, and learning materials. There are a variety of age-appropriate toys and slides available in the play yard. Per the licensee, teachers inspect the sand area every morning before taking children outside.

LPA observed all posting requirements are met and posted in the Child Care Home.

The licensee and the assistant have valid CPR and Mandated reporter training certificates, which expire on 8/24/2024.

LPA reviewed 5 children's records and all required forms were completed in the file including immunization records and emergency cards. The Licensee verified that the facility conducts fire and earthquake drills with the children at least every 6 months. The latest drill was on 8/27/2024.

The Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Per the Licensee, there are no children enrolled with allergies.



Incidental Medical Services (IMS) policy was discussed. For IMS Information Department. LPA reminded the Licensee about the Provider Information Notices (PINs) on the CCLD website. The licensee was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety Code 1596.7995 and 1597.662.

LPA discussed AB 1207 with the Licensees. As of January 1, 2018, all staff must complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. Effective July 1, 2020, Licensees must have proof of completion of EMSA certified lead poison training if applying for a change of location or capacity change to an existing license.

LPA suggested the Licensee to visit the Licensing website at www.ccld.ca.gov for licensing regulations and new updates. The Licensee can also email at childcareadvocatesprogram@dss.ca.gov and ask to be added to the email list for the updates.

LPA discussed the safe sleep regulations with the licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA informed the licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.



During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

The report was reviewed and given to the Licensee, Lisa Baisman and a Notice of Site Visit was provided to be posted for 30 days.
