25 | On February 10, 2025, Licensing Program Analysts (LPAs) Naves and Van conducted an unannounced case management in conjunction with the Plan of Correction (POC) and met with the Licensee’s assistant, ChuTong Tang. The licensee was not home upon LPAs arrival. According to the assistant, the licensee has a doctor's appointment today. When asked what time licensee left, the assistant said she left at noon. Licensee arrived around 2:13pm and stated she had gone to Kaiser to try and be seen as a walk in and decided just to come back, when asked what time she left licensee stated 1:30pm. The purpose of the case management was to address and discuss the temporary absence with the Licensee. At the time of the inspection, the Licensee and two assistants supervised 10 children. 2 infant and 8 preschool age children.
Upon review of records it was discovered that the licensee also owns a combination child care center , You and Me Children Center, infant license 414004856 and Preschool license 414004795. The licensee was observed on-site at these Centers the whole day.
LPAs informed the Licensee that she must remain at her childcare home during childcare operation hours to ensure that the children in her care are consistently supervised. LPAs explained that any temporary absence from the house should not exceed 20 percent of the childcare home's total hours of care each day.
Based on observation and records reviewed, the licensee's absence exceeded 20 percent of her childcare home's operating hours. This was observed particularly during the most recent annual inspection on January 23, 2025, when she was not present at the home from approximately 9:15 a.m. to approximately 2:30 p.m.according to reports from LPA. In fact licensee was at her center for an unannounced inspection with LPAs Alvarado and Tso. Licensee was notified by her staff that Licensing had made an unannounced visit at the child family daycare home, licensee left center and returned to home.
