LPA Mok conducted an inspection to finalize the complaint with the Site Directors, Joanna Prado. The purpose of the inspection was explained to her. There were 11children included 6 toddlers with 6 staff present. LPA conducted interview with staff during the investigation. Based on the interviews, there was no sufficient evidence to prove the daycare staff work under influence or not.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. Therefore the allegation is Unsubstantiated.
