Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with an Assistant Site Director, Bea Isabela Bundang, and explained the purpose of the inspection to her. The facility had 7 infants with 3 staff and 8 toddlers with 3 staff present during the inspection. All adults were fingerprinted. The facility's operation hours were Monday to Friday from 7:30 AM to 6:00 PM. The facility was located in the T32 building that was behind the VA Hospital. The facility was a combination center with Infant and Preschool programs. The Toddler options went with the Infant Program. The infant and Toddler programs were run in the rooms on the left of the Preschool classroom. It had the adjacent outdoor play yards in the back of the rooms available for the children. The yards for the infant and Toddler were separated by a fence with a gate. The facility used the "Bright Wheel" system to keep track of the sign-in/out and other options for the facility. LPA toured the facility for health and safety hazards. The facility was clean and in order. The room temperature and lighting were adequate. There were plenty of age-appropriate toys, books, learning materials & equipment, and children's furniture were in good condition and repair available for the children in each classroom. Right amounts of cubbies are available for the children to store their personal belongings in each room. The facility also installed a gate at the food preparation counter and feeding area to prevent children's access without the staff's permission in the infant's room. The facility also installed a gate at a napping area to prevent children's access without the staff's attention. Cribs and mats were available for napping. All the electrical outlets and sharp corners were covered. The facility had a Glider and a recliner chair available for the staff to take care of the children. Diaper changing tables with pads and a sink within arm's reach are available in both rooms. The toddlers were still on the potty. The facility had potties available for the children in the room. All the lower cabinets and drawers were either latched or free of harmful objects. The facility had a mid-size fish tank with a tide lid in the toddler's room. The facility had a sink with children's level available for children in the classroom. The children in both programs brought their food to the center. The facility provided AM/PM snacks to the toddlers. The toddlers also brought their water bottles with their names to school. The facility provided tap water to the daycare children whenever they needed it. Per the Assistant Site Director, there were no children on special medication in either program. The outdoor play yards for both programs were completely fenced. The facility installed a gate at the stairway in the toddler's yard. The facility installed soft cushioning to the ground in both yards to prevent injury. There were plenty of age-appropriate toys, playhouses, slide structures, sandboxes, and ride-on toys available for the children. Those items were in good condition and repair. LPA observed a music teacher from outside singing to the toddlers in the room with 3 staff during the inspection. The facility has conducted the fire drill at least 2 times a year. There was at least one staff had current CPR/First Aid Training available during the inspection. LPA reviewed staff and children's files during the inspection. All staff had current Child Abuse Mandated Reporter Training available for review. LPA inspected the 15-minutes check log for napping,

Criminal Record Clearance - licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Lead Testing – CHILD CARE CENTERS COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four For the following scenarios use the below un-bolded language: • CCC COMPLETED TESTING AND IS IN THE PROCESS OF REMEDIATING LEAD EXCEEDANCES, or • CCC COMPLETED SAMPLING BUT THE TEST RESULTS ARE NOT YET AVAILABLE, or • CCC DID NOT COMPLETE TESTING PRIOR TO THEIR DEADLINE, or • CCC TESTING DEADLINE HAS NOT PAST LPA referred licensee [or facility representative] to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Safe Sleep - LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
