LPA observed that the facility uses cribs, floor beds, and cots for children’s naps. A floor bed waiver is on file. The facility provides the sheets, which are laundered weekly. LPA observed that the infant mattresses contained no loose items. Infant mattresses were identified by name labels. Some infant mattresses were observed with sheets that did not fit. The facility was reminded that fitted sheets must be used for the infant mattresses, which will result in a technical violation.
Water is refilled into the children’s water bottles and taken with them when they are outdoors. The outdoor play area was fully fenced and equipped with age-appropriate toys and equipment. Resilient padding was observed beneath the outdoor play surfaces. All toys and equipment appeared to be in good condition. No pools, spas, or other bodies of water were observed on the premises.
Required licensing documents were posted and available for review. Emergency disaster drills are conducted and documented. The most recent drill was on May 29, 2026. Children are signed in and out on an electronic app called Brightwheel. The app confirmed that all children on site were signed in to the facility.
Five children's records were reviewed, and each child’s record had the required licensing forms and immunization records. Five children’s infant sleep logs consisting of the date, child’s name, time of each check, and initials of the person who conducted each check were reviewed, and four were found to be complete. The fifth child's infant sleep logs were found with one of the time checks exceeding 15 minutes. The facility was reminded that sleep checks must not exceed 15 minutes, as exceeding this limit will result in a technical violation.
Five staff members’ records were reviewed, and each was certified in Pediatric CPR/First Aid. The five staff members were also found to have current Mandated Reporter Training certificates. Transcripts for five staff members were reviewed, and all five were confirmed to meet the educational requirements for an infant teacher
Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16.
CCC is exempt from testing its water for lead contamination because the facility was built after January 1, 2010.
