On July 24, 2024 at approximately 9:19am, Licensing Program Analyst (LPA) Catrina Quimbo, conducted an unannounced, annual inspection. LPA met with assistant director, Christina Barjas, and explained the purpose of the visit. Director is not present during LPA's visit. Present during LPA's visit included 36 preschool children and 5 teaching staff. Facility is operating within capacity limits and ratio during LPA's visit.

Hours of operation are Monday through Friday 7:30am to 5:30pm. Facility is a multi-level building that includes 4 classrooms that are currently in use: Joeys (2-3 year olds), Koalas (3-3.5 year olds), Wallabies (3.5-4 year olds), and Kangaroos (4-5 year olds). Facility also includes additional rooms for art and staff purposes.

At approximately 9:40am, LPA met with licensee, Natella Shtern. LPA continued inspection with licensee. LPA inspected facility, indoors and outdoors, for health and safety hazards.

Children enrolled in Joeys and Koalas classrooms have a separate entrance than children enrolled in Wallabies and Kangaroos classrooms. LPA observed a paper sign in/out system. During LPA's visit, children present were appropriately signed into program. There is a staircase both inside and outside the facility that include child safety gates.

LPA observed classroom to include a variety of age appropriate toys and materials that are in good condition. Carpets were observed to be clean, free of stains. Storage for children's belongings are located in the facility, appropriately labeled with each child's individual names. LPA observed drawers in classrooms that did not have child safety locks, to be free of poisons or chemicals. LPA observed poisons, cleaning solutions and chemicals to be made inaccessible to children behind child safety locked cabinets and/or in facility's high shelves. Children sleep on mats that are appropriately stored and maintained.

LPA observed classrooms to have emergency supplies, fire alarm system and a carbon monoxide detector. LPA tested one carbon monoxide detector in facility, which was observed to be in working condition.

There are multiple restrooms for children's use that were observed to be clean and in working condition. Children's restrooms are in working condition. LPA observed children's diapers to be appropriately stored, labeled with children's individual names. There is a diaper changing table in one restroom that is within arm's reach to a sink. LPA observed garbage bins inside the classrooms and inside the restrooms to have tight fitting lids.

Outdoor area includes 2 separate playgrounds. Upper level playground is utilized for older enrolled children while lower level playground is utilized for younger enrolled children. LPA observed playgrounds to be equipped with a variety of outdoor materials that were in good working condition. Water is made available to children indoors and outdoors with each child's individual water bottles that are refilled at center with filtered pitchers. LPA observed garbage bins in outdoor area are made inaccessible to children with a gate. There is sufficient shade in both outdoor areas.

LPA reviewed facility records that included 5 children's records and 6 staff records. LPA observed children's records to be complete with emergency information. Staff files were observed to have required immunizations and current Mandated Reporter certifications. Multiple staff on site also have a current CPR certification. During file review, LPA observed one teacher (T1) to be in the classroom working with children, without fingerprint clearance. Licensee stated T1 received DOJ clearance letter. LPA reminded licensee when an individual receives clearance, a clearance letter from CPMB will be received.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives
outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Facility was issued one Type A citation with a civil penalty, for un-fingerprinted adult (who has DOJ clearance and pending CACI clearance) working with children. Please refer to 809D for more information. A POC was discussed with licensee. Appeal Rights were provided during visit.

A notice of site visit was given and must remain posted for 30 days.
