13 | On October 28, 2025., Licensing Program Analyst (LPA) Van conducted an unannounced inspection to finalize this complaint and deliver the findings to the Center. LPAs met with the Director, PeiZhen Wu (Eva). The purpose of the inspection was explained, and entry to the Center was granted. Eleven staff members, including the director, supervised 68 children today. The teachers-to-children ratio was met. The owner, Maggie Poon, arrived during the inspection.
As part of the investigation, interviews were conducted, and all relevant documents were collected and reviewed. Based on the available information, there was insufficient evidence to support the allegations that children's bedding is not individually stored.
The Department has investigated the allegations mentioned above. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. Therefore, the allegations are Unsubstantiated.
A notice of site visit was given and must remain posted for 30 days.
