13 | On August 16, 2023., Licensing Program Analyst (LPA) Van conducted an unannounced inspection to finalize this complaint and deliver the findings to the Center. LPA met with the assistant supervisor, Qi Na Huang. The purpose of the inspection was explained, and entry to the Center was granted. Seven staff members supervised 22 infants. The owner, Maggie Poon, arrived during the inspection.
During the course of the investigation, Staff members were interviewed, sign-in/out sheets were evaluated, and compared to staff schedules. Infant teachers’ qualifications were also reviewed and compared with the staffing schedule. During today’s inspection and the inspection conducted on 6/6/2023, LPA observed that the facility was operating within the licensed capacity and ratio and had adequate qualified staff working with the infants.
Based on the information gathered, there is insufficient evidence to support that staff at the Center is providing care and supervision to infants without the required qualifications allegations. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that violations did or did not occur. Therefore, this allegation is closed as Unsubstantiated.
An exit inspection was conducted with the owner, Maggie Poon. A copy of this report and appeal rights were discussed and left with the owner, whose signature on this form confirms receipt of these reports. Notice to be remain posted for 30 days.
