Licensing Program Analyst (LPA) Mok conducted an unannounced inspection to finalize this complaint. LPA met with the Senior Director, Nicole Olsen, and a Site Director, Shelley Leshin, and explained the purpose of the inspection. There were 26 children with 7 staff present. Based on the interviews with witnesses and gathered relevant documents, A staff grabbed the back of a child's jacket and pulled the child up because the staff tried to save the child from falling to the ground which may cause injury when a child was playing tantrum at the playground.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur. Therefore, the allegation is Unsubstantiated.
