On July 11, 2024., Licensing Program Analyst (LPA) Van met with the site Director, Viktoriya Beissekova (Ashby), for an unannounced annual random inspection. The purpose of the inspection was explained, and the Director granted LPA entry to the facility. During the visit, the center owner, Natella Shtern, arrived. This facility is a preschool program located in the Junipero Serra Playground. Four teachers and the Site Director supervised 27 children at the Center. The facility complies with the staff-children ratios today. The Hours of operation are Monday to Friday, 7:30 am to 5:30 pm.

All staff members present during the inspection had their criminal record clearance verified using the CDSS Guardian Background check system, and all staff members were found to have eligible clearance status.

During the inspection, LPA and the Director thoroughly inspected the physical plant to identify potential health and safety hazards. The Center operates on a large open floor partitioned into smaller pods/classrooms. The facility's manual sign-in and out system was in order, with all parents' signatures and arrival times matching the number of children present. The facility was in good condition, with adequate temperature, lighting, and ventilation. Each classroom was equipped with age-appropriate toys and educational materials, and the furniture was sturdy and well-maintained. LPA also noted the presence of individual cubbies for each child, labeled with their names. The center has fully charged fire extinguishers that meet the minimum standard of 2A 10 BC. The Center also has a centralized smoke and carbon monoxide detector. Emergency and first aid supplies are fully stocked and available for children's use.

All hazardous materials, including cleaning solutions and disinfectants, are stored in the off-limits kitchen area and are inaccessible to children. According to the director, the center currently has no children requiring medication. However, the center has a centralized medication location in the director’s office, where the medications are stored in a locked metal box.

All toilets and handwashing sinks are in good working condition and have proper sanitation. LPA observed no bodies of water on the premises.

The facility presently has an outdoor waiver granted by the Department to use the outdoor space. The waiver allows no more than 12 preschool children at a time, and the rotational schedule is required. The outdoor play area is maintained clean and free of debris. It is completely fenced, clean, and in good repair. LPA reminded the Director that the staff must ensure the playground is cleared of debris or harmful material before use.

During the inspection, LPA reviewed records of children and personnel. The records for each child were found to be complete, including their names, addresses, and authorized representative telephone numbers. Each child's file also contains information about their immunization record, medical assessment, and admission agreement.

Staff members' records showed that all individuals requiring caregiver background checks had undergone criminal records and child abuse index clearances or exemptions. Several teachers possess valid CPR certificates. LPA reviewed the educational qualifications of the staff members and confirmed that everyone had completed the required ECE units and mandated reporter training.

According to the Director, the Center conducts its fire and earthquake drills at least once every six months, with the most recent drill completed on 6/3/2024.

The facility had posted the required forms. (i.e., License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, Emergency Disaster Plan, and Daily activities).

The director stated that the center provides morning and afternoon snacks. Children bring lunch from home. However, the center offers a paid lunch option catered by a third-party vendor, Taqueria Pacifica, for children interested in having lunch. Per the director, the children bring their water bottles home. The facility also has filtered water for refill indoors and outdoors. All storage containers for solid waste within the Center have a proper tight-fitting cover.

The Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The Director was informed about Mandated Reporter training AB 1207. The Mandated Reporter AB 1207 training must be completed every two years by the Licensee and for all staff hired. The Director was informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain child care by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES:

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

The center has a water lead testing attestation acknowledgment approved by the San Bruno Regional Office on 10/24/2023. However, on March 19, 2024, the center decided to test the kitchen faucet. The result was posted on the Waterboard website on March 25, 2024, showing no exceedance. LPA informed the Owner and Site Director that since the center decided to test its water, the water lead testing attestation is no longer valid or required posting.
