On 10/17/2024, at approximately 9:05AM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA met with Director Katy Wang (D1) and explained the purpose of the visit. Present during today’s visit was D1, 22 staff, and 98 preschool age children. The facility is operating within staffing and ratio requirements on this day. The facility’s operating hours are from 7:30AM to 6:00PM.

LPA and D1 inspected the facility for any health or safety hazards. There is a fire alarm system running throughout the facility. LPA observed fully charged 2A10BC fire extinguishers to be present in the hallways of the facility. Carbon monoxide detectors were demonstrated to be operational during the visit. Emergency exits are clearly marked and visible. Evacuation routes are posted and accessible for review in each classroom. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care.

LPA observed there to be age-appropriate toys and learning materials for children in care. Furniture is age-appropriate and free of rough or sharp edges. LPA observed that waste bins were not fitted with tight-fitting lids. LPA advised that compost and trash bins be fitted with tight-fitting lids. D1 stated that they understood. LPA advised that rugs should be fitted with non-slip material. D1 stated that they understood. The facility provides mats and sleeping bags for children to nap with. Children bring sleeping bags home once a week for cleaning. Sleeping bags are labeled with each child’s name. There are labeled storage areas for children’s belongings present in each classroom. Children bring snacks and lunch from home. Per D1, the facility has extra snacks for children. Water bottles are brought from home and refilled from a non-contaminating fixture.

Emergency bags are kept in each class and contain first aid kits, emergency cards, and medication as needed. Medication is also stored in the front desk of the facility. LPA verified that medication is not expired and stored inaccessible to children in care. The facility acquires written consent from parents prior to the use of over-the-counter medications or creams.

LPA observed the outdoor play area to be free of debris and other loose articles. It is enclosed by a fence that is at least four feet high. The facility has an outdoor rotation waiver that allows for up 88 children to be outside at a time. LPA observed the facility to be in compliance with the waiver during the visit. LPA discussed the terms and conditions of the waiver with D1. D1 stated that they understood. There are age-appropriate toys and equipment available for children to use. Equipment is maintained in good condition. Play structures are cushioned with resilient padding. LPA advised that water bottles can be brought outside with children to ensure that visual supervision is always maintained. There are no swimming pools or other similar bodies of water present in the facility.

LPA reviewed 10 staff files, 11 children’s files, and facility records. LPA observed there to be at least one staff member with current Pediatric First Aid/CPR training present during the visit. Staff have completed Mandated Reporter Training with Safe and Sound, an approved alternate training program. Staff qualifications are available for review. LPA requested that an updated Personnel Report (LIC500) be submitted via email.

LPA observed all children’s files to be complete. LPA advised D1 that five out of eleven Personal Rights (LIC613A) and Notification of Parent’s Rights (LIC995) in the reviewed children’s files contained the former address and phone number of the San Bruno Regional Office. D1 stated that they would update the files. LPA advised that admission agreements shall contain language informing parents of the Department’s inspection authority. D1 stated that they understood.

All required postings were observed to be posted and accessible for review upon entry to the facility. The last emergency drill was conducted on 5/29/2024. Emergency drills are properly logged and documented. This facility was constructed after January 1, 2010 and is not required to complete lead water testing.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

This facility was constructed after January 1, 2010, and is not required to test their water for lead contamination.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited during today’s visit on 10/17/2024. See LIC9102-TA for technical assistance provided today regarding waste bins, placement of water bottles during outside play, admission agreements, and documentation of criminal record clearances.

A notice of site visit was given and must remain posted for 30 days.
