25 | Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the licensee, Hong Niao Luo, and a female helper, and explained the purpose of the inspection to them. 5 children including two infants present. The facility is called Hong Niao Luo Family Child Care and the operation hours are Monday to Friday from 8 AM TO 5:30 PM. The licensee rents this single-family house. The licensee lives in the house with her husband, her 2 sons, and her father and mother-in-law. The house has 3 bedrooms, 2 baths, a dining room connected with a kitchen, a living room, a backyard, and a separate house. LPA inspected the facility for health and safety hazards. The house was clean and in order, the lighting and temperature were adequate, and toxins and harmful objects were made inaccessible to the children. Day-care areas are Living Room, Dining Room, Kitchen, hallway bathroom, and backyard. Off-limit areas are bedrooms # 1, #2, & #3, the master bedroom bathroom, the driveway, and a separate house in the backyard. Cubbies were available for children to store their belongings. The licensee covered all the electrical outlets and sharp corners in the daycare areas. The children's bathroom was clean and free of hazards. Licensee also installs soft cushioning on the floor to prevent injury. There are plenty of age-appropriate toys, books, learning materials and equipment, and children's furniture that are in good condition and repair available for children. The licensee installed the soft cushioning on the entire floor in the daycare area to prevent injury. There was at least one fully charged 2A10BC fire extinguisher, a working telephone, at least one working smoke and carbon monoxide detector, and first aid supplies available in the daycare areas. The Outdoor play area is completely fenced. There are some outdoor toys available for children such as ride-on toys, sandboxes, play house and etc. The licensee provides breakfast, lunch, and snacks to daycare children. The lower kitchen sink cabinet and drawers were latched or free of harmful objects. The licensee installed childproof knobs to the stove. Per the licensee, there were no children on special medication. Per the licensee, a disaster drill has been conducted every month. The latest drill was conducted on 4/2024. The licensee and her helper have current CPR/First Aid training that will expire in 5/2025 & current Child Abuse Mandated Reporter Training. LPA reviewed the children's files, and obtained a copy of the current children's roster during the inspection. Cots were used for napping.
