13 | On September 3, 2026, Licensing Program Analyst (LPA) Van conducted an unannounced inspection to conclude a complaint investigation regarding the allegation that staff pinched a child in care and to deliver findings to the center. LPA met with the Director, Robert Rye, who granted LPA entry to the center. At the time of the inspection, the Director and 9 staff members were supervising 25 children. The center was operating within its licensed capacity and met staffing and supervision requirements.
As part of the investigation, LPA conducted interviews, reviewed records, and examined all relevant documents. Information obtained did not produce consistent statements indicating that any staff member pinched a child. No witnesses reported observing physical contact consistent with pinching, and documentation reviewed did not support the allegation. Children interviewed did not provide statements confirming the alleged conduct.
