On 10/22/2024 at approximately 8:45 AM, Licensing Program Analyst (LPA) Zeynep Basak met with director, Andrea Allen for an unannounced annual inspection. The purpose of the inspection was explained to the director and LPA was granted entry. Present, in the facility are the director, 2 parents, and 11 children during the inspection. The facility operates within its capacity and complies with the staff/child ratio today. The facility operates daycare from Monday - Friday 8:45 am to 12:45 pm.

LPA observed that the facility has a combo of smoke detectors and carbon monoxide detectors, and a fully charged fire extinguisher model 2A10BC in the office. The facility has a working telephone on site. Per the director, the facility conducts emergency drills 5 times a year and the last drill was on 9/20/2024. LPA observed the facility has first aid supplies available in the classrooms and the office. They also have emergency backpacks to carry whenever they take the children outside or on a field trip.

According to the director, the facility is using paper for sign-in/out sheets. LPA observed all authorized representatives have properly signed for today. The facility has a license, and all other required documents are posted and visible to the public.

LPA and the director inspected 2 daycare rooms and the outdoor space. LPA observed all cleaning solutions, and other chemicals are properly stored and made inaccessible to the children.
The facility has age-appropriate furniture, toys, and educational materials for children. The facility floor and rugs are in good repair and free of any hazards.

LPA observed 2 toilets 1 sink in children's bathrooms and another sink in the classroom. All are sanitary, in working condition and the water temperature was proper.

According to the director, the snacks are brought from home and the facility provides drinking water for the children. The water is filtered through Brita water pitchers and water bottles are brought home every day. The director stated that 2 children are allergic to certain foods. LPA checked the medications and found they were up to date and the consent form was placed in the bag.

LPA and the director inspected the outdoor areas and play structures. The facility uses the public park as an outdoor playground. The director stated some parents inspect the playground and the sandbox before they take the children outside every morning. LPA observed the playground, and the structures are free from health and safety hazards. There are a variety of play and sports equipment available for the children outdoors.

LPA reviewed the 5 random children's records and found all required files were available electronically. LPA also reviewed 2 staff files with qualifying requirements such as ECE Units, CPR, and Mandated Reporter Training.

The Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption or transfer their existing clearance or exemption prior to initial presence in a Child Care Center.

A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
The facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

The director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed the completion certificates on file.

LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates.

Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
